It is respectfully recommended that the General Purpose and
Administration Committee recommend to Council the following:
1 . THAT Report TR-52-97 be received;
2 . THAT Brant Office Supply, Peterborough, Ontario, with a total
bid in the amount of $20, 484 . 73 (including taxes) , being the
most responsible bidder meeting all terms, conditions and
specifications of Request for Proposal RFP97-4, be awarded the
contract to supply, deliver and install a quantity of two
hundred and sixty (260) stacking chairs and eight (8) dollies,
for the Courtice Community Complex, as required by the
Municipality of Clarington, Department of Community Services;
and
3 . THAT the funds expended be provided from Community Services
1996 Capital Budget Account $#7606-00010-0505 .
BACKGROUND AND COMMENT:

A Request for Proposal was issued with bids being invited for the
supply, delivery and installation of a quantity of two hundred and
sixty (260) stacking chairs, and eight (8) dollies required for the
Courtice Community Complex.
In order to allow for competitive bids on different manufacturers,
a request for proposal was issued rather than a tender
specification.

Subsequently, bids were received and tabulated as follows :

In order to fairly evaluate the chairs, samples were requested from
each manufacturer. Chairs were compared for comfort, durability
and appearance . In addition, as per the specifications issued,
both warranty and price were to be a consideration in the overall
evaluation.
With respect to the warranties offered, all of the manufacturers
offer a fifteen year warranty with the exception of Steelcase who
offer a lifetime warranty.
In addition, the Steelcase chair has been used in the Garnet B.
Rickard Recreation Complex since it was first opened. Since that
time, it has not been necessary to replace any of the chairs . In
fact, the current chairs still look new.
Based on all of the above, it is staff' s opinion that the Steelcase
chair is the best overall value .
The required funds will be drawn from the approved 1996 Community
Services Capital Budget Account #k7606-00010-0505, and are within
the $34, 100 . 00 allocated for this purchase .

After further review and analysis of the bids submitted by both
Purchasing and Community Services, it is recommended that the bid
from Brant Office Supply, Peterborough, Ontario, for the Steelcase
chair and dollies be awarded the contract, in the amount of
$20 , 484 . 73 .
Queries with respect to department needs, specifications, etc. ,
should be referred to the Director of Community Services .
