Subject: RFP97-2, ARCHITECTURAL SERVICES - GARNET.B. RICKARD RECREATION
COMPLEX - TWIN PAD
Recommendations:
It is respectfully recommended that the General Purpose and
Administration Committee recommend to Council the following:
1 . THAT Report TR-56-97 be received in conjunction with Report
CS-06-97;
2 . THAT Barry Bryan Associates (1991) Limited, Whitby, j
Ontario, with a total bid (including disbursements) in
the amount of $158, 500 . 00, being the lowest responsible
bidder meeting all terms, conditions and specifications
of RFP97-2, be awarded the contract for the architectural
services for the Garnet B. Rickard Recreation Complex -
Twin Pad;
3 . THAT a contingency of $50, 000 . 00 be provided for any
additional Professional Services that may required;be

4 . THAT the total funds required be drawn from the
Structural Facility for the Garnet B . Rickard Recreation
Complex, Account #7042-00000-0501; and

5 . THAT the attached By-Law, marked Schedule "B" authorizing
the Mayor and Clerk to execute the agreement be approved.

BACKGROUND AND COMMENT:
A Request for Proposal was issued with eleven (11) firms being
invited to submit on providing the Architectural Services for the
Garnet B. Rickard Recreation Complex - Twin Pad. Subsequently,
nine (9) proposals were submitted and tabulated as per Schedule "A"
attached.

As stipulated in the proposal documents, proponents were evaluated
using a point system based on the following criteria:
• previous twinning of arena - related project experience
• architects ability & capacity to perform the work
• time line suitability
• ability to deliver on budget
• approach to design and methodology of project
• key personnel
• ability to communicate
• working knowledge in Clarington/Region of Durham
• overall impression
• proposed fees and hourly rates
Based on the above evaluation, the top four firms were interviewed
by the selection committee :
1) Barry Bryan Associates (1991) Limited, Whitby, Ontario
2) Totten Sims Hubicki Associates, Whitby, Ontario
3) PBK Architects & Engineers, Burlington, Ontario
4) Shore Tilbe Irwin & Partners, Toronto, Ontario.
The selection committee consisted of the following staff :
(1) Director of Community Services
(2) Property Manager
(3) Arena Manager
(4) Purchasing Manager
Subsequent to the interview process, the overall highest scoring
proposal was that submitted by Barry Bryan Associates (1991)
Limited, Whitby, Ontario.

This project was approved for initial investigation and design
through the 1997 budget deliberations in the amount of 3 . 5 million.
The funding was proposed to be from the Development Charge Reserve
Fund, the Arena Capital Reserve Fund, and the Municipal Capital
Works Reserve Fund. There are some unanswered questions with the
current legislative changes for Development Charges . The final
funding recommendation will be presented with the final
recommendations on the project .
The funds required for the architectural services are included in
the total budget allocation of 3 . 5 million. A detailed budget
breakdown will be provided once an architect has been retained and
a final design selected.
The projected operating costs and revenues for this facility have
been addressed by the Director of Community Services in Report
CS-6-97 .
Once the award for the architectural services has been made, and as
the process for the design develops, there may be additional
professional services that may be required that were not addressed
in the original request for proposal . It is also not certain at
this point whether the expansion will go on the east, west or north
side of the existing building. Taking this into consideration,
there may be additional architectural works that may be required in
order to develop the best overall design. Therefore, it is
recommended that a contingency in the amount of $50, 000 . 00 be
approved.
It is anticipated that preliminary design concepts will be
presented to Council for their consideration prior to the summer
recess .

After further review and analysis of the bids by the selection
committee, it is respectfully recommended that Barry Bryan
Associates (1991) Limited, Whitby, Ontario, be awarded the contract
for the architectural services for the Garnet B. Rickard Recreation
Complex, Twin Pad.
The subject firm have provided satisfactory service to the
Municipality of Clarington in the past .
The Treasurer has reviewed the funding requirements and concurs
with the recommendation. Queries with respect to department needs,
specifications, etc. , should be referred to the Director of
Community Services .

BY-LAW NUMBER 97-
Being a By-law to authorize a contract between Barry Bryan
Associates (1991) Limited, Whitby, Ontario for the
Architectural Services for the Garnet B. Rickard Recreation
Complex - Twin Pad.
THE CORPORATION OF THE MUNICIPALITY OF CLARINGTON HEREBY
ENACTS AS FOLLOWS:
1. THAT the Mayor and Clerk are hereby authorized to execute, on behalf of the
Corporation of the Municipality of Clarington, and seal with the Corporation Seal,
a Contract between Barry Bryan Associates (1991) Limited, and said Corporation;
and
2. THAT this agreement attached hereto as Schedule "A" form part of this By-law.
By-law read a first and second time this day of June, 1997.
By-law read a third time and finally passed this day of June, 1997.
