Subject: RFP97-3 , SUPPLY AND INSTALL FITNESS EQUIPMENT,
COURTICE COMMUNITY COMPLEX
Recommendations:

It is respectfully recommended that the General Purpose and
Administration Committee recommend to Council the following:
1 . THAT Report TR-65-97 be received;
2 . THAT Wolverine Strength and Conditioning Systems Canada,
Kitchener, Ontario, with a total bid in the amount of
$47, 657 . 40 (taxes extra) , being the most responsible bidder
meeting all terms, conditions and specifications of Request
for Proposal RFP97-3 , be awarded the contract to supply,
deliver and install fitness equipment for the Courtice
Community Complex, as required by the Municipality of
Clarington, Department of Community Services; and
3 . THAT the funds expended be provided from Community Services
1996 Capital Budget Account ##7607-00005-0505 .
BACKGROUND AND COMMENT:
A Request for Proposal was issued with bids being invited for the

supply, delivery and installation of a quantity of athletic
equipment, required for the Courtice Community Complex.

In order to allow for competitive bids on different manufacturers,
a request for proposal was issued rather than a tender
specification.

The equipment proposed includes the following equipment : steppers,
cycles, treadmills, free standing cardiovascular equipment and a 14
position multi-station with cardiovascular equipment .

In order to fairly evaluate the equipment, the Community Services
Facility Manager, Fitness Instructor and the Buyer visited a number
of fitness centres accompanied by the sales representative for each
vendor.
With respect to the low bidder, TRC Sports, their proposal could
not be thoroughly evaluated due to the lack of information such as
drawings of the placement of the equipment, missing brochures and
the fact that the installation cost was not understandable This
information was requested numerous times . In addition, a heart
monitoring harness is required for each of the cycles, steppers and
treadmills quoted by TRC Sports . Since separate purchase of the
harness involved more expense, health concerns and the possibility
of theft, the equipment was not considered suitable .

With respect to the high bidder, Sports Equipment, the steppers
proposed were of acceptable quality, however, much more costly. In
addition, the other equipment seen at the sites visited was badly
worn and appeared inferior.
With respect to the second bidder, Wolverine Systems, it was noted
that personnel at all facilities visited were very satisfied with
the performance of the equipment, and the personal and efficient
service from the sales representative. It was noticed at some of
the older facilities that the Atlantis cardiovascular equipment
looked like new. In addition, certain areas of the construction of
the equipment i .e. the painted surfaces and belts were of a more
durable and reliable construction.
Another factor for choosing the cardiovascular equipment from
Wolverine is the fact that the Atlantis cardiovascular equipment is
made in Canada and parts are readily available . Service is
available from Continental Sports of Ajax for all equipment
supplied by Wolverine . We visited Continental Sports and found
their staff very knowledgeable and experienced in both selling
equipment and servicing all types of equipment for multiple
manufacturers .
Further, Wolverine' s cycles, treadmills and steppers are equipped
with heart monitoring equipment which is an integral part of the
equipment and are included in the total bid price .
The multi-station equipment quoted by Wolverine is custom made in
Canada to our requirements and is considerably larger than those
quoted by the other two bidders .

To summarize, in comparing the equipment for the low bidder, TRC
Sports and the equipment bid by Wolverine, it is apparent that the
Wolverine equipment is superior both in the mechanical sense,
quality and representation of the equipment .
On checking references for both the Star Trac and Atlantis
equipment offered by Wolverine, the consultant for all athletic
equipment purchases in Canada for the YMCA, supported our decision
to award the contract to Wolverine .
The required funds will be drawn from the approved 1996 Community
Service Capital Budget Account 7607-0005-0505 . Although the
required funds are slightly over the budget allocation of
$50, 000 . 00, sufficient funds remain in the same account from the
purchase of the pool equipment . Total budget allocation for the
pool equipment was $24, 400 . 00 with total cost being $14 , 156 . 72 .
After further review and analysis of the bids submitted by both
Purchasing and Community Services, it is recommended that the bid
from Wolverine, Kitchener, Ontario for the Star Trac and Atlantis
equipment be awarded the contract, in the amount of $47, 457 .40 .
