Recommendations:
It is respectfully recommended that the General Purpose and
Administration Committee recommend to Council the following:
1 . THAT Report TR-66-97 be received;
2 . THAT Robert Young Construction, Ennismore, Ontario, with a
total bid in the amount of $60, 640 . 00 (plus GST and PST) ,
being the lowest responsible bidder meeting all terms,
conditions and specifications of the Region of Durham Co-
Operative Tender T282-97, be awarded the contract for the
supply and delivery of Winter Sand (Spec . II) as required by
the Department of Public Works;
3 . THAT Robert Young Construction, Ennismore, Ontario, with a
total unit price of . 98 per tonne, being the lowest
responsible bidder meeting all terms, conditions and
specifications of Region of Durham Co-Operative Tender T283-
97, be awarded the contract for Mixing of Sand and Salt to the
Municipality of Clarington, as required by the Department of
Public Works; and

4 . THAT funds be drawn from the Public Works approved Winter
Maintenance Accounts for the 1997/98 winter season
requirements .

BACKGROUND AND COMMENT: j
Tenders were called on a co-operative basis by the Region of
Durham, which included the Supply and Delivery of Winter Sand and
Mixing of Sand and Salt requirements of the Municipality of
Clarington. Tenders were received and tabulated as per Schedule
"A" attached.

After further review and analysis of the bids, it was mutually
agreed by Purchasing and Public Works staff that the low bidder,
Robert Young Construction, Ennismore, Ontario, for both T282-97,
Supply and Delivery of Winter Sand, and T283-97, Mixing of Sand and
Salt, be recommended for both contracts .
The required funds will be drawn from the 1997/98 winter season
requirements from which there are adequate funds available .
The Treasurer has reviewed the funding requirements and concurs
with the recommendation. Queries with respect to department needs,
specifications, etc . , should be referred to the Director of Public
Works .
The prices submitted by Robert Young Construction reflect an
approximate Oo increase/decrease and 40o increase respectively over
the 1996 contract prices .
Robert Young Construction Ltd. have previously provided
satisfactory service for the Municipality of Clarington.
