Subject: TENDER CL97-23, SIDEWALK REPLACEMENT - DUKE STREET,
BOWMANVILLE, and SIDEWALK REPLACEMENT AND EXTENSION - CENTRE
STREET, ORONO
Recommendations:
It is respectfully recommended that the General Purpose and
Administration Committee recommend to Council the following:
1 . THAT Report TR-93-97 be received;
2 . THAT Brennan Paving & Construction Limited, Markham, Ontario,
with a total bid in the amount of $72, 289 . 20, being the lowest
responsible bidder meeting all terms, conditions and
specifications of Tender CL97-23, be awarded the contract for
the Sidewalk Replacement - Duke Street, Bowmanville, and the
Sidewalk Replacement and Extension - Centre Street, Orono, as
required by the Department of Public Works;
3 . THAT the total Municipal project cost including
administration, as detailed in Totten Sims Hubicki' s letter
marked Schedule "C" estimated at $82 , 500 . 00, be financed as
follows :
a) THAT Consumers Gas be invoiced for the 1/3 shared costs
estimated to be $4, 455 . 00 to recover the amount of $2, 500
required;
b) THAT funds in the amount of $50, 000 . 00 be drawn from
Public Works Capital Account #7212-97004-0261;
c) THAT funds in the amount of $30, 000 . 00 be drawn from
Public Works Capital Account #7212-96002-0261;
4 . THAT the attached By-law marked Schedule "A" authorizing the
Mayor and Clerk to execute the agreement be approved.
BACKGROUND AND COMMENT:
Tender specifications were provided by Totten Sims Hubicki
Associates for the Sidewalk Replacement - Duke Street, Bowmanville,
and the Sidewalk Replacement and Extension - Centre Street, Orono,
as required by the Department of Public Works .

Tenders were advertised in the local papers, as well as the Daily
Commercial News . Subsequently, tenders were received and tabulated
as per Schedule "B" attached.
The total project cost, including Project Administration, as
detailed in the letter from Totten Sims Hubicki Associates, marked
Schedule "C" is estimated at $82 , 500 . 00, which includes design
services, construction administration, contingencies and G.S.T.
The $2 , 500 . 00 will be recovered from the Consumers Gas Co. by
sharing 1/3 expenses on the Orono Project in the approximate amount
of $4 , 455 . 00 .
The required funds will be drawn from Public Works Account #7212-
97004-0261 ($50, 000 . 00) and 7212-97002-0261 ($30, 000 . 00) as
identified on Pages 157 and 158 of the 1997 Capital Budget .
Brennan Paving & Construction Limited has completed a number of
contracts involving the construction of sidewalks including
sidewalk replacement for other Municipalities. Various references
have been checked and they report quality workmanship, co-operative
staff and good project scheduling.
The Treasurer has reviewed the funding requirements and concurs
with the recommendation. Queries with respect to department needs,
specifications, etc . , should be referred to the Director of Public
Works .
After further review and analysis of the bids by Public Works,
Totten Sims Hubicki Associates and Purchasing, it was mutually
agreed that the low bidder, Brennan Paving & Construction Limited,
Markham, Ontario, be recommended for the contract for the Sidewalk
Replacement - Duke Street, Bowmanville, and the Sidewalk
Replacement and Extension - Centre Street, Orono.

BY-LAW NUMBER 97-
Being a By-law to authorize a contract between Brennan Paving
& Construction Limited, Markham, Ontario, for the Sidewalk
Replacement - Duke Street, Bowmanville and Sidewalk
Replacement and Extension - Centre Street, Orono.
THE CORPORATION OF THE MUNICIPALITY OF CLARINGTON HEREBY
ENACTS AS FOLLOWS:
1. THAT the Mayor and Clerk are hereby authorized to execute, on behalf of the
Corporation of the Municipality of Clarington, and seal with the Corporation Seal,
a Contract between Brennan Paving & Construction Limited and said Corporation;
and
2. THAT this agreement attached hereto as Schedule "A" form part of this By-law.
By-law read a first and second time this day of October, 1997.
By-law read a third time and finally passed this day of October, 1997.

and recommend Ron Robinson Limited for this project.

of sidewalks including Sidewalk Replacement, Town of Milton ($140,000.00); Sidewalk, Curb and Gutter
Installation, Town of Vaughan ($250,000.00); Avenue Road Reconstruction, Metropolitan Toronto
($2,500,000.00) and York Mills Road Reconstruction, Metropolitan Toronto ($1,000,000.00).
Various references have been checked and they report quality workmanship, cooperative staff and good
project scheduling,
