SUBJECT: APPLICATION SUBMITTED BY 244987 MANAGEMENT
LIMITED TO AMEND THE DURHAM REGION OFFICIAL
PLAN - FILE NO. 82-9/D/00 - KINGSWAY VILLAGE ,
PHASE II, OSHAWA
RECOMMENDATION:
It is respectfully recommended that the General Purpose and
Administration Committee recommend to Council the

following:
1 . That Report PD-89-82 be received; and
2. That the Region of Durham be advised that the
Town of Newcastle has no objection to the
proposed Official Plan Amendment 82-9/D/00
which would permit the construction of a junior
department store as an extension to the
existing Kingsway Village Shopping Plaza at
Townline Road and Highway 2 in Oshawa.
BACKGROUND:
On March 12th, 1982, the Newcastle Planning Department
received a copy of an application to amend the Durham Region
Official Plan. The applicant is seeking this amendment in
order to permit the expansion of the Kingsway Village
Shopping Centre, located at Townline Road and Highway 2 in
Oshawa.

The proposed expansion would consist of a department store
with a gross floor area of 94,500 square feet.
Because the area affected by this application is outside of
the Town of Newcastle, the application has not been
circulated to other Departments for comment. Planning staff
have, however, reviewed the proposed amendment in light of a
Market Demand and Impact Analysis Study prepared for the
applicants and in light of the possible impact that this
development could have on the designated community central
area at Trull 's Road and Highway 2 in Courtice.
COMMENTS:
The Market Demand and Impact Analysis Study prepared by
Larry Smith & Associates Ltd. for the applicant has
concluded that a junior department store of approximately
95,000 square feet of gross leasable area can be constructed
without any critical impact on the existing department
stores in the Oshawa area. In addition, their analysis of
future department store needs within the East Oshawa trade
area reveals that the development of a discount department
store at this site would fulfill the short term needs of its
residents, and would only capture a portion of the total
additional demand in trade area over the period covered by
their analysis.
The Consultants have also concluded that, based on the
increase in additional department store potential in future
years, the development of a junior department store as part
of the second phase of Kingsway Village Shopping Centre will
not reduce the long-term potential of the already designated
community central area at Trull 's Road in the Courtice Urban
Area.

Staff are generally in agreement with the conclusions
presented in the Market Study and believe that an amendment
to the Regional Plan to recognize the immediate needs of
residents in the east end of Oshawa and the residents of
Newcastle bordering Oshawa, would not offend the intent of
either the Durham Regional Official Plan or the Courtice
Urban Area Plan.
In addition, the expansion of an established commercial
facility is preferable to waiting on the future development
of a site which does not yet have sanitary sewers available
and which will not likely proceed until such time as
substantial housing has been developed and the necessary
population base expanded. In fact, it is likely that the
initial development of Courtice will be encouraged and
enhanced by the additional commercial facilities proposed
for the Kingsway Village Centre.
Staff have, therefore, recommended that the Region of Durham
be advised that the Town of Newcastle has no objection to
the proposed Official Plan Amendment.
