(416)263-2231 REPORT TO THE GENERAL PURPOSE AND ADMINISTRATION COMMITTEE MEETING OF MAY 17th, 1982 REPORT NO. : PD-80-82 SUBJECT: NEIGHBOURHOOD DEVELOPMENT PLAN FOR NEIGHBOURHOOD 3A - COURTICE URBAN AREA RECOMMENDATION: It is respectfully recommended that the General Purpose and Administration Committee recommend to Council the following: I l 1 . That Report PD-80-82 be received; and * 2. That the attached Neighbourhood Development Plan for Neighbourhood 3A - Courtice Urban Area be approved; and 3. That the Region of Durham be requested to amend the Durham Regional Official Plan and the Courtice Urban Area Official Plan to delete from the Urban Area those lands which are referred to as "Lands Subject to an Official Plan Amendment Application" on Schedule 1 of * the Neighbourhood Plan attached to this Report; and 4. That the Region of Durham be advised that due to environmental concerns, the Town of Newcastle believes that the extension of Adelaide Avenue through Neighbourhood 3B is I inappropriate, and that the Town will , at a later date, within the context of a Neighbourhood Plan for Neighbourhood 3B, give ��k�' this matter further consideration. j VV Report No: PD-80-82 . . ./2 BACKGROUND: * As outlined in Report PD-181-81 , a copy of which is attached to this Report, the preparation of a Neighbourhood Development Plan for Neighbourhood 3A has been complicated by the environmentally sensitive area designation that the Urban Area Plan placed on much of this neighbourhood. However, the Plan which accompanied that Report reflected staffs' efforts to prepare a Plan which respected environmental sensitivity, long-standing development commitment and approved Official Plans. It contained provisions that would give the Town the authority to require additional studies to ensure that environmental matters had been adequately addressed and/or respected, as development proceeds. As a result of the circulation of that draft Neighbourhood Plan, a public meeting and a series of discussions with the Regional Planning Department and staff from the Central Lake Ontario Conversation Authority, the Plan has been revised. * The revised Plan, which is attached to this Report, does not show the detailed alignment of local roads within the portion of the neighbourhood where the Conservation Authority felt additional studies were required to further detail environmental impacts of local road alignments. These alignments will , therefore, be determined during the subdivision approval process. This revision to Schedule 1 of the Neighbourhood Plan, and a number of minor changes to the text, have brought us to a * point where the Plan attached will be supported by the Region, the Conservation Authority and all other agencies who provided comments during the circulation process. -Lv) Report No: PD-80-82 . . ./3 / Staff are, therefore, recommending that this Plan now be approved. As suggested in Report PD-181-81 , the approval of this Neighbourhood Plan may necessitate amendments to both the Durham Regional and Darlington Official Plans. As such, staff are also recommending that those lands on the north boundary of Neighbourhood 3A, and shown as "Lands subject to an Official Plan Amendment Application" on Schedule 1 to this Neighbourhood Plan, be removed from the Urban Area designation and be redesignated "Major Open Space". This recommendation is based upon the findings of the Gartner Lee Study and recognizes the fact that from an environmental point of view, these lands are very sensitive. In response to concerns raised by the Central Lake Ontario Conservation Authority, staff are also recommending that the Region of Durham be advised that the Town of Newcastle recognizes severe environmental sensitivities along the proposed alignment of Adelaide Avenue within Neighbourhood 3B. Staff are recommending that the Region be advised that the Town will give this matter serious consideration during the preparation of a Neighbourhood Plan for Neighbourhood 3B. PD-181-81 SUBJECT: Draft Neighbourhood Development Plan for Neighbourhood 3A, Courtice Urban Area Recommendations It is respectfully recommended that 1. This report be received for information by the Committee;, and 2. Staff be authorized to hold a public meeting in late November or early December, 1981 to present the draft Neighbourhood Development Plan for Neighbourhood 3A of the Courtice Urban Area. Background The attached Neighbourhood Development Plan for Neighbour- hood 3A in the Courtice Urban ,Area has been prepared in accordance with the policy guidelines set out in Section 6.1.2 iii) of the Courtice Urban Area Plan. The Plan addresses overall population levels, the location and density of residential development blocks, the location of schools, open space, parks and the location of convenience commercial facilities. The Plan also shows the road alignments of arterial and collector roads and the general location of local roads. I I I I r RuporL No. PD-181 -80 Page 2 Comment Unlike the Neighbourhood Development Plans for the Courtice Wcsf- and CourtAce Soup► Ncighbourhood areas, Ll►c preparation or the development plan for Neighbourhood 3A has been complicated by the "environmentally sensitive area" designation that the Urban Area Plan placed upon much or the ne.i.'ghbour.hood. However, the completion of the Gartner Lee Environmental Analysis and its adoption by Council on November 2, 1981 has provided staff with the environmental base information, guidelines and recommendations necessary to proceed with the preparation of neighbourhood development plans. Staff have discussed the draft Neighbourhood Development Plan, and several alternative land use concepts with Regional Planning and Central Lake Ontario Conservation Authority staff. i The physical layout and density shown in the Plan reflect staff efforts to prepare a plan which respects environmental sensitivity, long standing development committments, and approved Official Plans. It contains provisions that would give the Town the authority to require additional studies to ensure that environmental matters have been adequately addressed and/or respected as development proceeds. This plan, in its ptesent form, may necessitate amendments to both the Durham Regional and Darlington Official Plans to reflect the extremely sensitive features of the Courtice Urban Area as identified by the Gartner Lee study. However, the extent and nature of these amendments will not be determined until the final draft of the neighbourhood plan has been prepared. In that regard, the attached plan is presently in circulation. Staff feels that it would also be appropriate to solicit public comments and staff is requesting permission to arrange a public meeting during late November or early December of this year. Fol.lowiuf; completion of Lhe circulation and the proposed public meeting, staff will further review the plan and, if. necessary, revise it to reflect concerns identified by the process. The plan would then be presented to Committee and Council for formal adoption as a basis for Council review and approval of development proposals within Neighbourhood 3A.
