REPORT TO THE GENERAL PURPOSE AND ADMINISTRATION COMMITTEE
MEETING OF MAY 17th, 1982
REPORT NO. : PD-79-82
SUBJECT: PROPOSED MODIFICATIONS TO THE BOWMANVILLE
URBAN AREA OFFICIAL PLAN
RECOMMENDATION:
It is respectfully recommended that the General Purpose and
Administration Committee recommend to Council the
following:
1 . That Report PD-79-82 be received; and
2. That the Region of Durham be advised that the
Town of Newcastle has no objections to the
proposed modifications which have been
incorporated into the Bowmanville Urban Area
Official Plan which is attached to this Report;
and
3. That the Region of Durham be requested to
approve this Official Plan, as modified, and
forward it to the Ministry of Municipal Affairs
and Housing for their approval as soon as
possible.

BACKGROUND:
The Bowmanville Urban Area Plan, as modified by Council on
December 7th, 1981 , has been reviewed by the Region of
Durham Planning Department, as well as a number of other
agencies who have provided comments during the Region 's

Town staff have recently met with Regional staff and have
discussed a number of possible modifications to the Plan.
These modifications have been included in the revised Plan
* attached to this Report and are, for the most part, aimed at
resolving concerns raised during circulation and at
facilitating the technical operation and implementation of
the Plan.
As the list of minor technical changes is long and as these
changes do not alter the intent of the Plan, this Report
does not describe them in detail . We have, however,
* attached a copy of the Region 's letters requesting these
changes and additional information is available in the
Planning Department.
The modifications to the Bowmanville Urban Area Official
Plan which Town staff feel are significant are three-fold:
1 . Neighbourhood Development Plan requirements;
2. Schedule changes to describe the location of medium and
high density residential areas; and
3. Schedule change to designate certain industrial lands
west of Scugog Street and north of Concession Street as
industrial .
1 . Neighbourhood Development Plan requirements
The Bowmanville Urban Area Plan, as modified by Council on
December 7th, 1981 , requires the preparation of
Neighbourhood Plans prior to the approval of plans of
subdivision. In addition, the Urban Area Plan is relatively
specific in terms of outlining the matters which must be
addressed in the neighbourhood plan.

Staff have recently been reviewing the Neighbourhood Plan
requirements contained in the Bowmanville Urban Area
Official Plan and now feel that there are some
neighbourhoods where the preparation of Neighbourhood Plans
may not be necessary to ensure logical and orderly
development. Staff also believe that there are some
neighbourhoods where there is a need to address some, but
not all , of the matters normally considered part of a
Neighbourhood Plan.
In addition, during recent discussions, Regional Planning
staff have suggested that policies which would prevent
development of serviced designated lands prior to the
preparation of a Neighbourhood Development Plan would not be
in conformity with the intent of the Regional Plan.
Staff are, therefore, now recommending that the Bowmanville
Urban Area Official Plan be modified to allow some
flexibility in the preparation of Neighbourhood Plans. If
the suggested modifications are endorsed, the Neighbourhood
Plan would only be required where Council felt there was a
need to provide guidelines beyond those set out in the
Bowmanville Official Plan.
In determining where a Neighbourhood Plan should be a
prerequisite for development, the modified policy would have
Council consider, among other things, the pattern of land
ownership, the density of development proposed,
environmental sensitivity, the land use and transportation
patterns of surrounding neighbourhoods and the availability
and adequacy of existing services.

2. Schedule changes to describe the location of medium and
high density residential areas
Schedule 1 to the Bowmanville Official Plan has been
modified by adding symbols which describe the general
location for medium and high density residential
development. This modification has been made at the request
of the Region and has the effect of providing an additional
element of guidance and direction in the Plan.
Town staff feel that Schedule 1 , as modified with these
symbols, more effectively describes the development pattern
of the urban area and allows readers of the Plan to have a
better idea of the long range development potential in any
given neighbourhood.
3. Schedule change to designate certain industrial lands
west of Scugog Street and north of Concession Street
As a result of the recent closure of the Hollingshead
Industrial Plant in Bowmanville, there have been a series of
discussions with property owners, Council and the Region of
Durham aimed at ensuring the appropriate long term
development of this small industrial pocket. As a result of
these discussions, Town staff now believe that these lands
should be designated industrial and that the uses be
controlled through an appropriate Restricted Area (Zoning)
By-law. This schedule modification has, therefore, been
included on the revised Schedule 1 attached to this Report.
