SUBJECT: THE ZURBA SUBDIVISION - PART OF LOTS 19 and
20, CONCESSION 7, FORMER DARLINGTON
TOWNSHIP - OUR FILE: S-A-1-15-2
RECOMMENDATION:
It is respectfully recommended:
1 . That Report PD-77-82 be received; and
2. That Staff Report PD-46-82, being item 18 of
the General Purpose and Administration
Committee Chairman's Report to the Council
Meeting of April 13th, 1982 in respect of
proposed plan of subdivision 18T-81023 be
lifted from the table; and
3. That Resolution GPA-474-82 of the General
Purpose and Administration Committee be
approved.

BACKGROUND:
On April 5th, 1982, the General Purpose and Administration j
Committee considered staff Report PD-46-82 in respect of a
proposed plan of subdivision in Part of Lots 19 and 20,
Concession 7, Darlington. As a result of the Committee' s
consideration the following resolution GPA-474-82 was
approved: '
Report No. : PD-77-82 . . ./2
"That the recommendations in Report PD-46-82 be
endorsed and
1 ) That Report PD-46-82 be received; and
2) That the Region of Durham be advised that the Town
of Newcastle recommends approval of the revised
plan 18T-81023 subject to the following conditions
contained in attachment 1 to staff Report PD-46-82;
and
3) That a copy of staff Report PD-46-82 be forwarded
to the Region."
At the Council Meeting of April 13th, 1982, this item was
tabled pending further discussions between Town staff and
the applicant relative to the proposed road design.
COMMENTS:
On April 20th, 1982, staff met with the applicants to
discuss an alternative road layout for the proposed
subdivision. Following therefrom, discussions were held
with the Central Lake Ontario Conservation Authority in
respect of a possible revision to the draft plan. As a
result, it was indicated that without a further
environmental investigation, C.L.O.C.A. would not entertain
the possibility of a revision to the road. C.L.O.C.A. also
indicated concerns in respect of the security of their lands
and their desire to minimize the number of convenient access
points to them.
It was also indicated that their long range plans propose to
acquire the lands south of the subdivision and, at such time
as this is done, the desirability of a through-road
connection as suggested by Public Works staff, would be
further diminished.
In view of these comments, the Director of Public Works has
advised that a revision to the draft plan will not be
required provided that the Developer is fully aware of the

Town's requirements for the secondary access shown on Block
"I" and some reconstruction of the road allowance between
Lots 20 and 21 .
Staff note that these concerns are addressed through the
Town 's conditions of draft plan approval included as
attachment 1 to staff Report PD-46-82. It would therefore
be appropriate for Council to now lift this matter from the
table and deal with the General Purpose and Administration
Committee resolution.
