SUBJECT: REQUEST BY PETRO-CANADA ENTERPRISES INC. FOR
AN EXEMPTION FROM THE PROVISIONS OF THE SIGN
BY-LAW - PETRO-CANADA SERVICE STATION,
146 LIBERTY STREET, BOWMANVILLE

RECOMMENDATION:
It is respectfully recommended that the General Purpose and
Administration Committee recommend to Council the
following:
1 . That Report PD-76-82 be received; and
2. That the attached amendment to By-law 76-25, as
amended, be approved to permit Petro-Canada
Inc. to erect a ground sign having a maximum

sign area of 3.7 square metre (40 square foot)
BACKGROUND:
A request has been made to the Town for an exemption from
the provisions of the Sign By-law of the Town of Newcastle
* (copy attached) to permit the erection of a ground sign in

front of the existing Petro-Canada Service Station located
on the north-west corner of Liberty Street and Baseline
Road in Bowmanville.

The proposed ground identification sign is permitted in the
"Commercial " zone in Bowmanville. However, the Sign By-law
would permit a ground sign of 2.8 square metres (30 square
feet) or 0.1% of the lot area, whichever is the greater, and
provided that in no case the sign exceeds 100 square feet in
area. The proposed ground signs, as requested by Mr. E. W.
Brown of Petro-Canada, would have an area of 4.9 square
metres (53.63 square feet).
COMMENTS:
Staff have reviewed the request by Petro-Canada and would
have no objection to allowing an amendment for the proposed
ground sign, up to a maximum size of 40.0 square feet in
area. This exemption would be in line with a previous
amendment approved for the Sunoco Service Station (now
Pronto) on King Street East in Bowmanville. Staff feel that
a sign of this size is not inappropriate for a service
station and would remain quite visible to passing motorists.
Therefore, an amendment to the Sign By-law would be in order
in this particular instance.
Staff note, for the Committee's information, that this
request stems mainly from the fact that Petro Canada has
standardized their sign sizes. In that respect, the
smallest sign produced for them has an area of 4.98 square
metres (53.63 square feet) . Although compliance with the
By-law, or staff's proposed amendment, would require a made-
to-order sign, staff feel it is important to treat each
application in a consistent and equitable fashion and at the
same time maintain the intent of the Sign By-law.

Dear Sir:
As you are no doubt aware, Petro-Canada Enterprises Inc. , purchased the Petrofina
Canada Oil Company in 1981. In conjunction with this purchase there has been
a national move to re-identify all locations to Petro-Canada colours, and to replace
signage at all locations.
The location involved in your town is 146 Liberty Street, Bowmanville. I have
applied for permits to replace the ground sign as well as a replacement facia sign.
I have attached 3 copies of the elevations as well as mechanical drawings for the
aforementioned.
The reason for my letter to you is to ask that a varience to your present By-Law
be approved for the errection,of the signs for this location.
The signs that we are proposing for the location have the least square foot area
that have been produced for Petro-Canada. I would also bring to your attention
that this area is less than the sign that it will replace.
I realize that this varience tuust be approved by your council, and with respect
would ask that I be allowed to be present at such a meeting, in order that any
questions may be answered to their satisfaction. j
