REPORT NO: PD-14-82 SUBJECT: Central Lake Ontario Conservation Authority Lake Ontario Shoreline Mapping Project Request for a resolution endorsing a mapping project funded under the Canada-Ontario Flood Damage Reduction Program File: 16.1.6 i RECOMMENDATIONS: It is respectfully recommended that: 1. This report be received by the Committee; and 2. The following resolution be submitted to Council for adoption and forwarded to the Central Lake Ontario Conservation Authority: "Whereas the Central Lake Ontario Conservation Authority is prepared to undertake a Lake Ontario Shoreline Mapping Project; And Whereas the Town of Newcastle is generally in support of such a project as it will provide additional base information upon which to evaluate shoreline development proposals and further shoreline studies; And Whereas the Town of Newcastle is aware of and understands the Canada-Ontario Flood Damage Reduction Program Agreement; Be it now resolved therefore that the Town of Newcastle endorses the Lake Ontario Shoreline Mapping Project as it will provide valuable base information for reviewing development proposals and preparing policies for the Lake Ontario Shoreline Areas." �r Report No. PD-14-82 . . ./2 I BACKGROUND: In response to Council Resolution C-7-82, staff have reviewed the recent request of the Central Lake Ontario Conservation Authority relative to Lake Ontario Shoreline Mapping. i In his letter dated December 15, 1981, (copy attached), Mr. Conti of C.L.O.C.A. advised the 'town that the authority is preparing to undertake a project in 1982 to Map the Lake Ontario Shoreline within the C.L.O.C.A. area. Funding for the project has apparently been approved under the Canada-Ontario Flood Damage Reduction Program. This program would provide 90% of the cost, leaving 10% as the Authority's share. However, in order to take advantage of the funding for this project, the affected municipalities must indicate, by resolution, that they are aware of the project and are aware of and understand the Flood Damage Reduction Program Agreement. COMMENTS: Planning staff have discussed the Lake Ontario Shoreline Mapping project with Conservation Authority staff, who have indicated that the total project cost would be in the order of $33,000. With 90% funding available under the joint agreement between the Federal and Provincial Governments, the Authority's share would be approximately $3, 300. Funds for this project would be obtained through the general Regional levy. In that regard, we note that in 1980 the Town's apportionment of the Regional levy, based on assessment, was roughly 10%. Assuming that there have been no radical changes to the Town's assessment, relative to the assessment base of the other municipalities, the Town's share of the Regional levy in this instance would be about $330.00. i i Conservation Authority staff have indicated that the purpose of the project is to provide base information that will assist them in developing policies for the Lake Ontario Shoreline area. Town Planning staff agree with the Authority and this mapping will be a valuable tool for reviewing shoreline development proposals and in carrying out any further studies related to the Lakeshore i i i Report No. PD-14-82 . . ./3 area. As such, staff have drafted a resolution indicating support for the project. We note for the Committee's information that the Ganaraska Conservation Authority has advised that a similar project has already been carried out for those Lake Ontario shorelines that fall under the jurisdiction of the Ganaraska Conservation Authority. We might also add that there appear to be no implications relative to provincially owned properties such as Darlington Provincial Park and Darlington Nuclear Generating Station, since shoreline erosion, being a provincial concern, would be considered when any provincial agency undertakes a project affecting shoreline properties. Please note that this is a separate matter from the /authority's recent requests for designation of floodplain mapping, and for preparation of "Flood Risk" mapping. Obtaining the resolution stated above Is necessary simply to obtain funding for the shoreline mapping project , and, would in no way prejudice the municipalityrs position on these other matters.
