The purpose of the study, based on the issues identified in PSD-008-03 is: i) Assess the appropriateness of land use planning policies for the Study Area and make recommendations for any necessary changes to the Official Plan and Zoning By-law; ii) Develop a transportation and property access management plan and an implementation strategy that can safely and efficiently accommodate traffic in the Study Area from the anticipated growth of Clarington; and iii) Prepare an urban design plan to guide future development and redevelopment in the Study Area. 1.2 The Study area extends from Liberty Street in the west to Mearns Avenue in the east. The study limits generally followed the boundary of the Bowmanville East Main Central Area Secondary Plan, north and south of King Street. 1.3 As of January 6, 2003, the Municipality had three applications submitted for development or redevelopment of commercial properties in the East Main Central Area all involving drive-through restaurants. In addition, the Remmington Group, owners of the medium density designated lands between Galbraith Court and Kingscourt Road, north of King Street East, had consulted with staff regarding submission of a development application for over 100 residential units. 1.4 Planning and Engineering Staff prepared terms of reference for the study. Totten Sims Hubicki was retained to review the transportation component of the study, while Urban Strategies Inc. was retained to work on the planning and urban design component of the study. 2.0 STUDY PROCESS 2.1 The study was divided in to four basic phases: . Background data collection . Analysis . Scenario development . Conclusions and recommendations 2.2 During phase I, staff and the consultants inventoried existing land uses and transportation networks within the corridor. Existing land use, transportation and urban design policies were reviewed and existing land use conditions were identified. The transportation network was reviewed and existing conditions with regard to capacity, operations and safety were reviewed. The consultant team interviewed a number of key stakeholders from the community. 699014 '- !!l,." ." REPORT NO.: PSD-115-03 PAGE 3 2.3 During the second phase, the analysis of existing conditions and potential opportunities was undertaken. Key planning principles and framework to guide future development of the corridor were prepared. A Public Information Centre was held on June 18, 2003. The preliminary findings and future directions were presented at that time, The public was invited to provide their insights on the corridor, specifically what works, what does not work and what should be the vision for the future. 2.4 Alternative development scenarios were prepared and analyzed in the third phase. Two options for long-term development of the corridor were identified. Alternative transportation options involved the review of different alignments and extensions to the road network were also examined. A second round of stakeholder meetings was conducted. 2.5 In Phase 4, the consultant developed their recommendations to implement a new vision for the King Street East Corridor, including changes to the Official Plan and Zoning By-law. Demonstration Plans were prepared to illustrate the type of environment that could evolve over time. This was presented at an Open House held September 9, 2003. Following the input from this evening, the consultants and staff proceeded to finalize the report. 3.0 STUDY RECOMMENDATIONS 3.1 The Bowmanville Kino Street East Corridor Stud v: Final Reoort is forwarded under separate cover. The report provides a vision for the King Street East Corridor which extends the urban character of the historic downtown eastwardly. A more vibrant, pedestrian-oriented corridor and eastern gateway to Bowmanville is envisaged. Both investment in public infrastructure and private development will be essential to achieve this vision. New streets, upgraded streetscapes, and traffic control measures will all contribute to be a catalyst for private investment. There will be challenges to overcome to implement the vision. It is to be implemented over a period of 20 years or longer, and opportunities will come piecemeal as individual sites redevelop. The report provides recommendations for the King Street East Corridor. The recommendations include: . modifications to the transportation network; . a prioritization of actions and capital initiatives to achieve renewal; . amendments to the Clarington Official Plan; . amendments to the Clarington Zoning By-law; . urban design guidelines; . traffic control by-law and improvements 699015 :_ l '4_ REPORT NO.: PSD-11S.Q3 PAGE 4 . a community improvement plan; and . extension of the existing BIA. 3.2 Due to the pending resumption of the OMB hearing respecting the Interim Control By-law, it is important that Council address the recommendations on proposed changes to the Official Plan and Zoning By-law prior to election day. Other recommendations will be addressed by staff as soon as possible.
