SUBJECT: Proposed Site Plan Agreement
Pakasura Mills
Part Lot 27, B.F.C. (Darlington)

Recommendations:
It is respectfully recommended:
1. That report PD-2-82 be received; and
2. That the attached site plan agreement be approved; and
3. That the attached by-law authorizing execution of a
site plan agreement between Pakasura Inc. and the Town
of Newcastle be approved; and
4. That staff prepare a draft policy in respect of fire
protection standards for rural industrial and commercial
development, for consideration by Council, with specific
attention to determining a means whereby existing
approved rural industrial areas may be provided with
reservoirs for fire protection.

Background:
The subject application for site plan approval was received by

staff on October 20, 1981. The applicant, Pakasura Inc. , is proposing;

an expansion to their existing industrial building located on Courtice
Court in the Darlington Industrial Park. The proposed expansion would
increase the size of the building from 659 sq m (7094 sq. ft.) to 1811
sq m (19,494 sq. ft.) .

Comment:
In accordance with the department's procedures the application
was circulated to members of the Town's Site Plan Committee and various
other affected agencies for comments. As a result of our circulation
only one concern was identified, that being relative to fire protection
for the subject area. More specifically, that there exists no water
supply for fire fighting within the particular industrial subdivision.
Ideally, consideration should be given to locating such a reservoir
within this vicinity prior to permitting additional new development.
Practically, however, the area in question has been approved for
industrial development and is in fact zoned for ttat type of develop-
ment. We are therefore unable to recommend that this proposed ex-
pansion be deferred until a reservoir is available or that the applicants
be required to install such a reservoir, to serve this area, at their
own expense. Such a requirement should, more appropriately, have been
made during negotiation of the subdivision agreement with Darlington
Industrials. Staff must, however, concur that this type of facility
is a necessity for the area and should be installed at the earliest
possible opportunity. In that regard, the Town has adopted a policy
in respect of fire protection standards for estate and rural residential
development. A similar policy should be prepared for rural industrial
and commercial development to provide guidance to staff and prospective
developers.
In the meantime, the Town may wish to consider undertaking the
installation of such a facility, similar to the one located within the
Marnie Industrial Park, at its own expense and the costs recovered, on a

pro rata basis, through subsequent development agreements. We note
that the applicants are contemplating further expansion which will
require an amendment to the subject agreement sometime in the future.
Determination of a policy in respect of reservoirs, at this point in
time, would therefore facilitate involvement of the applicant if and
when further expansion is undertaken.
The attached site plan agreement has been reviewed with the
applicant and five signed originals provided by them for execution by
the Town. If Council is satisfied that the matter of water reservoirs,
for fire protection, is best dealt with on an area wide basis rather
than site by site, it would be appropriate for Council to approve the
attached site plan agreement and by-law authorizing the Mayor and Clerk
to execute same.
