P-77-78 Planning and Development Committee DATE: September 28, 1978 SUBJECT: Armstrong, Orono Shopping Centre Proposal - Hamlet Orono Following the Public Hearing, we received a request from the local Chamber of Commerce that I meet with them separately and discuss the above proposal . That meeting took place in Orono on Wednesday, the 30th day of August, 1978. At that meeting Councillor T. Woodyard was also present. A number of local merchants were present, however, I am not sure whether they would represent the Chamber of Commerce or not. Naturally, they were concerned what would happen to the Main Street merchants if the Armstrong IGA store will move out from the Main Street and establish a new neighbourhood shopping centre where an unlimited parking area could be provided for the customers, free of charge. Their suggestion was that the old Municipal Building, Armory Building and the Oddfellows Building could be cleared from the sites and parking provided. There were even suggestions that part of the Museum site be used for parking and that would solve the parking for the down- town area and the local merchants would benefit from it. Of course, all that at the taxpayers' expense. It was pointed out to them that to undertake such a scheme the municipality of the Town of Newcastle would be required, under the laws, Parking Authority, which would handle this whole matter and through metered parking would recover some of the costs, but the majority of the expense initially 1 - 2 - would come from the general tax revenues. If we compare this proposal with the Armstrong proposal where the parking will be provided by the developer at his own expense and no charge to local residents, I have no hesitation to favour the Armstrong proposal . Considering the public input during the Public Hearing and also considering the concerns of the local Chamber of Commerce, I have no alternative but to recommend to Council that the Armstrona Shopping Centre proposal bR a prou.ed__and_4er-mit- thR-Armstrong Brothers to build a local shopping centre on the- proposed-site not to exceed 60,000 square feet in leaseable building area and recommend the necessary_ re-zoning and also that they enter into a comprehensive development agreement with the municipality in order that the municipality would be in a position to properly control this development with regard to phasing, architectural design, transportation, municipal services, surface drainage.
