P-68-78 Planning Development Committee DATED: August 31 , 1978 SUBJECT: Preparation of District Development Plan by the land owners of the Courtice Area Following the Ontario Municipal Board decision on two sutdivisions in the Courtice area, our Planning Department experienced considerable pressure by other developers in that area. After studying the Ontario Municipal Board decision which states that this area has been "studied to death" , I feel that steps immediately have to be taken by this Municipality to allow the other developersin the area to achieve the samestatus on their lands which was achieved by the developers through the Ontario Municipal Board. This was a costly experience for the developers and the Municipality, and is one that does not want to be repeated. Of course, the Town of Newcastle in the 1978 Budget did not allow for any funds for a district Plan in the Courtice area due to the uncertainty of the outcome of the Ontario Municipal Board hearings . When the developers approached me on their subdivisions, I suggested to them that their co-operation could greatly help the Municipality. As a result, we received the letter from Miss Lucy Stucco which was presented to the Planning and Development Committee at the last meeting. ��r 2 It is my recommendation that, the Council approve their proposal and allow the developers to hire a consultant and prepare an urban structure plan for the Courtice area, with the full co-operation and control maintained by the Planning Department of the Town of Newcastle. When this plan is complete, and I am satisfied with the content of the plan, I will report to the Planning and Development Committee and will recommend that it be approved and adopted as a development plan for the Courtice area . Following that, I would recommend that this status should be brought forward, at the Town ' s expense, and that the plan should be incorporated into the Official Plan with the co-operation of the Durham Region. This system would alleviate the duplication of some of the work at both levels; Municipal and Regional , and the Regional Planning Office would be in the position to include the Courtice Area in the Durham Office Plan much faster. As terms of reference during the preparation of the Courtice Development Plan, the consulting firm would keep close liaison with our office and could not proceed with the planning work unless they received our approval from time to time. In case of a dispute between the consultants and the Planning Staff of the Town of Newcastle, I would present the matter to the Planning and Development Committee for discussion and decision.
