REPORT NO.: P-209-79 SUBJECT: Extension of Draft Plan Approval Romney Mead Subdivision - Village of Newcastle East Woodbridge Developments Ltd. 18T-19720 Our File: S -A-3-12-1 BACKGROUND: The attached correspondence from East Woodbridge Developments Ltd. was received by Staff on November 7, 1979. East Woodbridge Developments Ltd. is requesting a one year extension to the draft plan approval of the Romney Mead Subdivision in the Village of Newcastle. Draft approval of the plan will lapse on December 31st, 1979. COMMENT: Staff note that subdivision 18T-19720 was originally given draft plan approval by the Ministry of Treasury, Economics and Intergovernmental Affairs in August of 1972. Since that time, draft plan approval has been extended on a number of occasions due to a lack of services in the Village of Newcastle. TOWN O� NkEY CASTLE - 2 - As members of the Committee are aware, a subdivision agreement with East Woodbridge Developments Ltd. has been executed by the town (July, 1979). The subject subdivision has not proceeded to final regis- tration, however, staff understand that a number of concerns have delayed registration, including changes in market conditions. Staff would like to see the Romney Mead subdivision proceed to registration as soon as possible and are concerned that the requested extension of draft plan approval for one year indicates that the developer may not proceed with the plan for some time. Despite these concerns, staff are willing to recommend the requested extension of one year as it is considered rea- sonable under current circumstances. PR nMW,MnATTnM That the Planning and Development Committee recommend to Council that the following resolution be adopted: "The Town of Newcastle hereby requests the Minister of Housing to extend the draft plan approval of subdivision 18T-19720 to December 31, 1980." Director Dear Sir: Re: Extension of Draft Approval Ministry of Housing File No. 18T-19720 Romney Mead - Village of Newcastle As you are no doubt aware, the interest held in the above -noted property by Milani & Milani Holdings Limited was acquired by East Woodbridge Developments Limited in June 1979. Following the purchase, the new management undertook to familiarize itself with and review the status and direction of the projects under its purview. Because of the result- ing delay, it now appears that it will not be possible to register the above -noted plan of subdivision by December 31, 1979. Since draft approval for the subdivision expires on that date, I wish to request a one-year extension of same. In view of the timing constraints involved, I would appreciate it if this matter could be dealt with at the Planning Committee meeting of November 22, 1979. Should you feel it advisable, I would be pleased to be in attendance at that meeting to respond to any questions.
