REPORT NO.: P-145-79 SUBJECT: Status Report on Redesignation of Old Scugog Road BACKGROUND: On May 24, 1978, Report P-45-78 was presented to the Planning and Development Committee regarding the proposed redesignation of a section of Old Scugog Road extending 874.04 feet south from Concession Road 4. At the Council meeting on June 19, 1978, the following resol- ution was adopted by Council: "That the following recommendation contained in Report P-45-78, dated May 24, 1978 regarding the Proposed Re- designation of Old Scugog Road be endorsed: 1. That the firm of Coath, Livingstone and Johnston be advised that Council is willing to redesignate the portion of the Old Scugog Road referred to in their letter of April 4, 1978, upon receipt of the required application and fee. 2. That the same firm also be cautioned that the redesignation of the subject road does not necessarily imply that any sev- erance of their client's land would be granted. - 2 - That the report be referred back to staff for further study and the applicant be so notified." (Adopted by Resolution C-78-871) On June 2, 1978, report number P-46-78 being a supplementary report on the redesignation of Old Scugog Road was submitted to the Planning Committee and the following recommendation was made: "That the recommendations contained in Report P-46-78 dated June 2, 1978 regarding Supplementary Report on Re- designation of Old Scugog Road that the conclusions of the previous report No. P-45-78 be adopted, be endorsed." (Adopted by Resolution C-78-925) Following the above Council Resolution, further action regarding this road redesignation has not been taken. At the July 23, 1979 Plan- ning and Development Meeting the status of this road redesignation was referred to staff for a report. (ResolLtion PD -352-79). The Public Works Department has indicated that the subject road allowance varies anywhere from 49 feet to 66 feet in width from Concession Road 4, (Taunton Road) to Regional Road 57. Since Section 4(f) of the Darlington By-law prohibits the erection of any building or structure on lots abutting a public street which has a width of less than 66 feet, building permits have not been available for abutting lots. The attached correspondence has been received by the Public Works Department in respect of Old Scugog Road. COMMENTS: As the road allowance is physically maintained, and because the proposed redesignation has not been objected to by the Town of Newcastle - 3 - Works Department, we have no objections to an amendment to the Darlington Zoning By-law. An amendment will change the designation of Old Scugog Road south of the 4th Concession to Regional Road #57 to a Class "A" Public Street. A proposed zoning amendment is attached. RECOMMENDATION: That the Planning and Development Committee recommend to Council that By-law 2111 of the former Township of Darlington be amended and that the attached By-law be approved.
