(416) 263-2231 REPORT TO THE PLANNING AND DEVELOPMENT COMMITTEE MEETING OF August 9, 1979. REPORT NO.: P-141-79 SUBJECT: Romney Mead Subdivision - Water Main Easement Newcastle Village - South West Quadrant BACKGROUND & COMMENT: As a condition of this subdivision agreement entered into between East Woodbridge Developments and the Region of Durham, respecting the servicing of the Romney Mead Subdivision, the proposed water system must be looped to the existing system on James Street. It is the subdivider's position that to do so would disrupt the Foster Creek and would also represent a duplication of effort since, at some time in the future, the system would be looped by development of lands to the north. For those reasons, they have suggested that an alternative would be to loop the system north to existing mains on Highway 2. The problem with this approach is that by locating an easement across pre- sently undeveloped lands, we may be pre -determining road locations without regard for the overall neighbourhood design. Staff have reviewed the applicant's request, in light of earlier discussions about the future design of this neighbourhood, and have no objection to locating such an easement if the Town could finalize the street pattern. However, we have 1A X51 - 2 - encountered a number of problems, in that the Ministry of Transport- tation and Communications are not in favour of the presently proposed access to Highway 2. The Town's Public Works Department have no objection to the proposed location but feel, as do Planning Staff, that the ideal location for such an access would be further west. It is anticipated that Ministry of Transportation and Communication's detailed analysis, which should be available within 4-6 weeks, will verify this westerly access as the most favourable. This meets with some objection from the developer, who would prefer to have direct access to their lands to permit development to proceed independant of the lands to the west. However, we feel that this concern could be resolved by providing a temporary access, until such time as the westerly access could be attained. The Region of Durham is also reviewing our most recent alternative for the street layout and will provide detailed comments in the near future. However, Regional staff have verbally indicated concern with respect to future sanitary sewers; and it may, therefore, be premature to set a road pattern without the benefit of their comments. CONCLUSION: In light of the variation in comments received and those comments which are still outstanding, we are unable to make a definitive recom- mendation relative to the applicant's request. At such time as all comments have been received a further report shall be prepared and sub- mitted for Committee's consideration. - 3 - RECOMMENDATION: That the Planning and Development Committee recommend to Council that this report be received for information.
