REPORT NO. : P-109-79 SUBJECT: Official Plan Amendment Application, Part of Lot 24, Con. 9, former Township of Clarke - Waverly Heights (Oshawa) Ltd. - File 76-35/D i BACKGROUND: On June 11, 1979 Planning Committee considered Report No. P-78-79 (attached) dealing with the above-noted. Mr. I. Gleiberman appeared on behalf of the applicant and requested that the matter be referred back to staff, suggesting that the public objections to the proposed mobile home development were based on a misunderstanding of the nature of the proposal. As a result of Mr. Gleiberman's request, the matter was referred back to staff for a further report. COMMENTS: The subject proposal has been considered by Staff and reported on through Staff Report 78-79 as noted above. Staff examined the pro- posal with reference to the olicies of the Durham Regional gional Official Plan in respect of Mobile Homes. A summary of these policies is attached I for information. } fib 2 - As there may be some doubt in the public's understanding of the proposal, staff recommend that the Planning and Development Com- mittee consider holding a public meeting at the August 9, 1979 Committee meeting. Staff feel that it would be appropriate for representatives of Waverly Heights (Oshawa) Ltd. to be present at that meeting to ex- plain the proposal and answer questions. RECOMMENDATION: That the Planning and Development Committee consider holding a public meeting on August 9, 1979 to hear public comments on the pro- posed mobile home development by Waverly Heights (Oshawa) Ltd. Regional Official Plan Policies re: Mobile Homes Park Development 8.1.2.11 - "Mobile Home park development may be permitted in Residential area designated on Map 'A' if, in the opinion of the respective area municipality, such development is considered desirable and compatible with surrounding uses. " In respect of Section 8.1.3.7 which refers to the C.M.H.C. Site planning criteria; "Section B" of said document deals with Community planning and suggests the following: - "Mobile home developments will normally be located within existing communities in areas zoned or intended for resi- dential use. Consideration may be given to developments of a high quality—outside urban areas where they are of sufficient size and have adequate resources to provide their own planning controls and amenities." "Mobile homes proposed in locations such as scenic or recreat- ional areas where their presence could have harmful effects on the quality of the environment and surroundings, will only be considered after extensive consultation with provincial or other appropriate bodies having an interest in preservation and conservation." "It is hoped that individual municipalities will draft occupancy and maintenance by-laws to ensure that developments are kept in a good state of repair."
