SUBJECT: Regional Official Plan Amendment - Highland Park Developments
Ltd. - O.P.A. #185
Referral R62 to the Durham Regional Official Plan
Paramount Developments Ltd.
BACKGROUND:
The above mentioned Official Plan Amendment application by
Highland Park Developments Ltd. corresponds to lands subject to O.M.B.
referral R62 under the Durham Regional Official Plan. The Regional
Official Plan proposed a "permanent agricultural" designation on the
Highland Park Developments/Paramount Developments site. The Official
Plan designation was subject of a staff report, discussed at a Special
Council meeting on May 1, 1979. At the May lst, 1979 meeting, Town
Council authorized the Town Solicitor and staff to support the Regional
Official Plan designation. The Town Solicitor and staff made represent-
ations to the Ontario Municipal Board during the week of May 7, 1979.
At the special Council meeting of May 1, 1979, Council also
approved a recommendation that the
PP proposed Newcastle Village Urban Area
Plan be referred back to staff for further consideration.

COMMENT:
In view of the recent actions taken in respect of the Paramount
Development Corporation's referral of a portion of the Regional Official
Plan and in light of the status of the Newcastle Village Urban Area Plan,
no action on the attached letter is required.
RECOMMENDATION:
That Planning and Development Committee recomend to Council:
1. That the attached letter from Mrs. C. Gravely be
received and filed.

RE: Regional Official Plan Amendment Application

Dear Sirs and Madam:
In August 1978 , our client , highland Park Developments Limited ,
submitted on Official Plan amendment application to the Region
of Durham regarding their property in the former Village of
Newcastle . The application requested a ' (d) ' Deferred
Development designation from Permanent Agriculture .

We understand that this matter has not yet been determined by
Council and that the Town ' s plan for the Village has also not
been finalized and approved .
As the matter is now before the Ontario Municipal Board and is
expected to be heard very shortly, we would respectfully request
that the Town delay its consideration of the Official Plan
amendment application at this time pending the determination of
the matter by the Ontario Municipal Board . In addition, we are
requesting deferral of the Official Plan amendment application
by the Region .
We appreciate your time in the consideration of this matter and
look forward to hearing from you further in this regard .
