(416)263-2231 REPORT TO PLANNING AND DEVELOPMENT COMMITTEE MEETING, May 14, 1979 REPORT NO. : P-62-79 SUBJECT: Town's Position Regarding O.M.B. Referrals of Durham Regional Official Plan. 4. Extension of Urban Boundaries (Courtice) 7 Progeny; R-46 Gatehouse Holdings; R-47 G.R.W. Const. & Hillside Heights; -48, Chalevy Development; R-49, Lily Developments; R7-50, South Fourth Dev. Ltd. & Taunton Courtice Dev. Ltd. ; R-51-M. Tomina BACKGROUND: The above noted referrals are related to requests for exten- sions to the Courtice Urban Area boundaries and the principle of per- mitting urban growth in and around Courtice, as designated by the Durham Regional Official Plan (see attached summary) . The Courtice Area was first designated for urban development by the Official Plan for the Township of Darlington Planning Area, which received Ministerial approval on October 31, 1960. Since that time, various planning studies were undertaken on behalf of the Town and in response to O.H.A.P. agreements for servicing and promoting Urban develop- ment within the Town of Newcastle. In early 1978, the Ontario Municipal Board and Provincial Cabinet, both confirmed the fact that Courtice would be an urban area by giving draft approval to the Courtice Heights sub- divisions located within the centre of Courtice, as delineated in both U — 2 — the Darlington and Durham Regional Official Plans. In late 1978, the Town of Newcastle further progressed the planning for Courtice by retaining consultants to complete the Urban Area Plan as a compon- ent of the Town's District Plan. This draft plan was received by Committee and referred to public meetings and has also been circulated to various provincial, regional and local agencies for review and comment. Subject to further staff review and revision on modification, we expect to be able to report back to the Planning and Development Committee with a recommendation on the Plan, prior to the hearing of these referrals by the Board. However, directly related to the principle of development in Courtice are those referrals which seek expansion of the urban envelope. In that regard, the Urban Area Plan as presently defined, permits growth in a controlled and orderly manner with regard for scale, timing, physical constraints, servicing and existing development patterns. An objective of the plan is, therefore, to centralize urban development in order to reduce fragmentation of agricultural areas, minimize urban sprawl, and if possible maximize the physical and visual separation between Oshawa and Newcastle. For these reasons any extension of the Courtice urban envelope would defeat these objectives and further perpetuate the apparent sprawl of Oshawa into Newcastle with little regard for the area's own identity. CONCLUSION: Inasmuch as the Town has made significant committments to urban development within Courtice; and has prepared and circulated a Draft Urban Area Plan; and as it is our opinion that further expansion of the presently defined urban envelope is unwarranted, due to the quantity - 3 - of development presently proposed within Newcastle and the anticipated long term timing of same; it is recommended that the Town adopt the following recommendations. RECOMMENDATIONS: That the Planning and Development Committee recommend to Council the following: 1. That this report be received; and that 2. The Region of Durham be advised that the Town of Newcastle supports their position relative to referrals R-73, R-46, R-47, R-48, R-49 and R-50; and that 3. The Region of Durham be advised that the Town of Newcastle supports their position relative to referral R-51, despite a previous Council Resolution C-77-912 to the contrary; and that 4. Mr. D. Greenspan be directed to attend those hearings relative to the subject referrals; and that 5. The I.B.I. Group be authorized to represent the Town, relative to the Courtice Urban Area Plan, when and if so requested by Mr. Greenspan; and that 6.
