(416)263-2231 INFORMATION REPORT TO PLANNING AND DEVELOPMENT COMMITTEE MEETING, May 14, 1979. REPORT NO. : P-56-79 SUBJECT: Newcastle Village Urban Area BACKGROUND: We attach for your information a copy of correspondence from the Ministry of Housing to Mr. S. Cureatz, M.P.P. , relative to the Town's planning process. This letter was in response to discussions between the local M.P.P. , town staff, regional staff and the Ministry concerning apparent delays to development arising from the lack of formalized plans and the impending completion of municipal services for Newcastle Village. COMMENTS: i The text of the letter is self-explanatory and accurately reflects the current situation and the method by which the Milani i first phase was dealt with. However, at present there are no other subdivison proposals, within the Village area, which have received draft approval, necessitating the finalization of the Newcastle Village Urban Area Plan prior to additional development proceeding. ( 3' P c,�r�� ✓ r - 2 - CONCLUSION: Inasmuch as a certain amount of development has already been approved and is proceeding to registration of plans, the urgency for permitting additional unplanned development is not as great and should, therefore, proceed in line with the planning process presently underway. RECOMMENDATION: That Planning and Development Committee recommend to Town I I Council the following: 1. That the attached letter from Mrs. Santo to Mr. Cureatz be received for information, and 2. Room 443 Legislative Building Queen' s Park Toronto, Ontario Subject: Town of Newcastle Dear Mr. Cureatz : Thank you for your recent letter inquiring of the direction which we have suggested for Newcastle in their planning process . I regret the delay in this response . The Town of Newcastle is currently preparing detailed plans for certain areas in the context of an overall structure . A concern has come out of this as to what development can proceed in the Village of Newcastle before this planning process is complete . The Village of Newcastle has no official plan or zoning by-law coverage. They do, however, have a number of draft approved plans of subdivision. To clear the conditions of draft approval on these plans, we suggested a free standing by-law to cover the specific areas . Such a by-law could be repealed and incorporated into a comprehensive by-law whenever that is prepared. In the meantime development could proceed in the Village without contravening either the Regional Official or Ministry ' s Guidelines on District Plan preparation.
