(416)263-2231 TO: Chairman & Members of the REPORT NO. : P-50-79 Planning & Development Committee DATE: April 2, 1979 SUBJECT: Proposed Estate Residential Development, Part of Lots 27 and 28, Concession 3, former Darlington Township Braemor Gardens Ltd. COMMENTS: At the Planning Committee Meeting of March 19, 1979, Mr. Steve Leonardi of Braemor Gardens Ltd. presented a proposal for an Estate Residential Development. This matter was referred back to staff for a report. However, inasmuch as the proponents have not yet submitted a formal application for an Official Plan Amendment, we are not in a position to make a detailed assessment of this proposal based on a comprehensive circulation. We will , however, comment on the merits of the proposal and recommend that the proponents submit their appli- cation to the Region for processing. The proposal , as outlined to this Committee, calls for the rehabilitation of an old gravel pit and the creation of 43 estate resi- dential lots with an average area of 1 .5 acres each. The site is located immediately north of the proposed Courtice Urban Envelope and on lands identified as having moderate to high environmental sensitivity due to ,� VI (�) - 2 - to its ground water function and headwater source. The site con- tains limited vegetation and may not meet all of the Region's require- ments with regard to Estate Residential Development. However, the major advantage to the proposal is the fact that it will involve the rehabilitation of a gravel pit which would significantly improve the amenity of the area. The only aspect of this proposal which could present possible problems is the creation of a man-made lake and the need to resolve issues related to its mainten- ance and ownership. At this time, it is not recommended that the municipality assume any responsibility for such a feature, since it would seem more prudent that the Central Lake Ontario Conservation Authority assume same, if and when this proposal is implemented. The proposed lotting and street layout is reasonable, however, we recommend that the lots be increased to a minimum of 2 acres each with the final size to reflect any concerns raised during the processing of this application. The two acre minimun, would further reduce the den- sity of the proposal , thus reducing potential impacts upon the site's environmental sensitivity and bring it into compliance with the minimum lot size required by the municipality within similar estate residential pro- posals. The site's proximity to the proposed Courtice Urban Envelope does not present any major problems since it represents a transition from urban to rural densities , which are commonly found within fringe areas or the rural-urban interface. RECOMMENDATIONS: i Based on the foregoing, we recommend the following: 1 . "That the proposed estate residential development for part of Lots 27 and 28, Concession 3, former I Township of Darlington, be approved in principle subject to the proponents submitting a formal appli- cation for Official Plan amendment to the Region of Durham;" and that 2. "The proponents be advised that this approval shall be subject to further Council review during the pro- cessing of the required amendment and only confers the approval of the principle of/concept and does not address itself to detailed issues related to same and is, therefore, subject to change.
