SUBJECT: Soper Creek Neighbourhood Plan, Bowmanville Urban Area
Comments:
In November of 1977, staff of the Planning Department
presented report 289 to the Planning Committee in response to various
applications for draft approval of plans of subdivision. This report
recommended that staff prepare a Neighbourhood Planning Study for
Special Planning Area 1 as defined with the Bowmanville Official Plan
and in accordance with Section B (3) of said Plan.
That recommendation was adopted by Council Resolution C-77-1608
at its meeting of November 2, 1977. Subsequently, staff proceeded to
prepare the necessary studies with technicial assistance from the con-
sultants for the developers.
In August of 1978, staff circulated a draft Soper Creek Neigh-

bourhood Plan to various agencies for comments concurrent with the cir-
culation of the draft plans. Aside from technicial comments related to
subdivision design, there were no major objections to the concept. In
light of the expected timing for the completion of the new sewage treatment

facilities in 1981 , it is essential that this matter be dealt with
at this time, in order to ensure draft approval of plans and commence-
ment of construction in line with the provision of services.
We are, therefore, in a position to recommend approval of
the neighbourhood plan and the actions necessary to implement it.
For your further information, we attach copies of the Pre-Engineering Report,
the Background Planning Study, the Neighbourhood Development Plan, and
copies of the revised draft plans which are currently being circulated.
Recommendation:
Based on the foregoing, we recommend the following:
1 . "That the Neighbourhood Development Plan for the
Soper Creek Neighbourhood, being Special Study Area
1 as defined within the Bowmanville Official Plan,
be adopted by Council "; and that
2. "The Neighbourhood Development Plan, as adopted, be
forwarded to the Region of Durham for information.
