SUBJECT: Hampton and Orono Development Plans

Comments:
In response to the attached request for a report, we refer you
to the initial planning report related to the provision and/or extension
of municipal water systems within the above noted Hamlets (P-94-73 copy
attached) .
Regional Council 's failure to deal with the matter will result in
extremely limited growth potential for both Hamlets and virtually
stagnates what could otherwise be healthy growth. In terms of the
Development Plans, it would mean only limited infilling with no approvals
for large subdivisions.
The only alternative would be to prepare Development Plans which
reflect the potential growth if municipal water supply is provided but
limit immediate growth to infilling. This would require a provision within
the plan permitting future expansion only at such time as a water supply
system can be provided capable of serving the entire Hamlet as defined
within the Development Plan.

Recommendation:
Based on the above information and the need to resolve the

Hamlet Development Plans, we recommend that staff be directed to
i
complete the Hamlet Development Plans for Hampton and Orono based
on the following assumptions;
(i ) Development shall be limited to minor infilling using
private drilled wells and septic tanks; and
(ii ) Future expansion will only be permitted if a municipal
water system is made available to the residents of Hampton
and the Orono system is expanded beyond its present limitations.

Hampton and Orono Development Plans
I am enc. osing a copy of two letters to the Region of Durham the first
regarding Hampton and Orono Development Plans and the second regarding
the Communal Water Supply System - Enniskillen. This memorandum is to
advise you that the Regional Council filed the letter on the Hampton
and Orono Development Plans and I would appreciate you arranging to
have a report prepared for the next Planning and Development Committee
Meeting as to how this will affect the proposed district plans for
Hampton and Orono.
The Regional Council referred the letter regarding Enniskillen to the
Works Committee.

During the preparation of Development Plans for the Hamlets of
Hampton and Orono, it became apparent that the availability of water
and the disposal of sewage would present serious development constraints.
In this regard, we are unable to proceed with these plans until such time
as further investigation has identified feasible solutions to existing
water and sewage disposal problems.
In the case of Hampton, the Region of Durham Planning Department has
advised that they favour only limited infilling, using individual wells
and septic tanks. It is our position that Hampton has a greater poten-
tial for growth which could be realized by the provision of a communal
water supply and private septic tanks. Similarly, growth in Orono is
restricted by the limitations of aquifers supplying the existing communal
water system. In this instance, further expansion of water supplies would
permit additional growth within the hamlet.
We therefore feel that the Region should -investigate the feasibility
of providing municipal water to Hampton and that further, investigation

be carried out on the existing aquifers in the Orono area to
determine their potential for expanding the present water supply
system. In addition, we feel that there exists a potential for
diverting water supplies from Skinners Springs (Tyrone) once this
source is no longer required by Bowmanville, and that this source
should also be investigated.
Recommendations:
Based upon the initial preparation of Development Plans for the
hamlets of Hampton and Orono; and the existing limitations to
development within these hamlets ; we recommend that;
1 . Pursuant to Section 10.4.2.7 of the Durham Region Official
Plan, Council
requeststhe Durham

an immediate in-
vestigation of the feasibility of providing municipal water
to Hampton and of expanding the existing n-iunicipal system within
Orono; and that these investigations include a feasibility
study for ultimately diverting water supplies from Skinners
Springs (Tyrone) for use within these hamlets.
