P-10-79 Planning & Development Committee DATE: January 17, 1979 SUBJECT: Newtonville Hamlet Development Plan Comments: We submit for your information a copy of a letter submitted by the Solicitors for Mr. Leland Payne, a property owner in Newtonville. Mr. Payne wishes to be represented and make a submission on the in- clusion of a portion of his property within the limits of the Hamlet Development Plan Area. In that regard, Mr. Payne will have opportunity to present his proposal at the next public meeting dealing with the Newtonville Deve- lopment Plan. However, as a result of a meeting held at the Hampton offices on January 16, 1979, involving various soils consultants re- presenting property owners in that area, it was concluded that although -the soil conditions may be suitable for the construction of foundations and tile systems, subject to special engineering and design considerations, the major restraint to development is water supply. It was noted by one of the consultants that there may exist adequate supplies in areas south of Highway 2, however, further testing would be required to verify the extent and type of aquifers located in that vicinity. However, the problem remains �d c' e NO i - 2 - i that there exists a wide variation in soil quality across the subject area and a communal water system would be needed to alleviate potential problems of aquifer contamination from tile beds, given the area's high water table and poor drainage. At the present time, the provision of such a municipal system is not feasible, since the Region has identified Newtonville as a low growth i Hamlet and funds are not presently available within the Region's budget to undertake the necessary studies, as verified by similar requests re- lated to Hampton and Orono. ; It was suggested, however, that if a consortium of developers were to undertake the necessary hydrology studies and propose to construct a communal water system that the Town would not be adverse to development provided that the developers were able to secure the Regional approval i i and support necessary to the eventual assumption of such a system by the Region. Recommendation: Based on the above information and the conclusions drawn at the I meeting of January 16, 1978, we recommend that; 1 . The land use designations proposed within the Newtonville Hamlet Development Plan be revised as follows: (a) Areas designated as restricted to rural uses be re- designated as expansion areas. (b) Areas designated for expansion shall be subject to the i condition that a toManaj� water supply system be provided prior to development taking place. AgaNt 'g 0 i - 3 - j 2.
