SUBJECT: Newcastle Village - Community District Plan
ORIGIN: Council Request of December 18, 1978
COMMENTS:
Further to your direction regarding Mr. James Service's request
for finalization of the Community District Plan for Newcastle Village,
please be advised that staff have begun the preliminary collection of
background data necessary to the preparation of the aforementioned plan.
However, prior to dealing with the actual formulation of policies for
Newcastle Village, we must prepare a District Plan for the entire Town
outlining_ our goals, objectives and development policies as the frame-
work for development thus placing the urban areas in their proper context.
This is necessary, since the Minister of Housing will not review or approve

district plans for the urban areas within the town without first having
approved the over all plan. j
Therefore, Mr. Service's request to finalize the Newcastle Village

Community District Plan cannot be dealt with until the more urgent matter
of the District Plan for the Town has progressed to a draft stage which

should, barring unforseen circumstances, be sometime in March. At
that time staff will be in a position to begin the preparation of the

Community District Plan.

RECOMMENDATION:
i
Based on the above information, we recommend that Mr. Service
be advised of the expected timing for the Community District Plan and
that no action be taken until the Town' s District Plan has reached the
i
draft stage. j

SUBJECT: Subdivision - Village of Newcastle :
DATE: December 22nd, 1978 ;`",4�� ;
Mr. James Service appeared before Council on December 18th,
1978 on behalf of his client, who has a proposed subdivision
North of the Milani property in the Village of Newcastle and
requested that the District Plan for the area be finalized
as soon as possible.
This matter was referred to the Planning and Development Staff
to Report to the Planning and Development Committee.
