SUBJECT: AMENDMENTS TO STAFF REPORT PD-182-83
RECOMMENDATION:

It is respectfully recommended that Council approve the
following:

1 . That Report PD-184-83 be received; and
2. That the amended Schedule 1 to the Official
i
Plan of the former Township of Darlington, as
attached to this Report, be substituted for
Appendix A to Attachment 1 to Staff Report
PD-182-83; and
3. That the amended staging policies for the
Courtice Major Urban Area, as attached to this
Report , be substituted for Attachment 7 to
Staff Report PD-182-83; and
4. That Recommendation No. 9 in Staff Report
PD-182-83 be deleted in its entirety and
replaced with the following:
"9. That Council request the Region of
Durham to approve forthwith the
staging policies for the Courtice
Major Urban Area, attached to Staff
Report PO-182-83 as Attachment #7."

BACKGROUND AND COMMENT:
At the General Purpose and Administration Committee meeting
of December 5, 1983, Committee considered Staff Report
PD-182-83. In its review of the Report , Committee directed
that Appendix A to Attachent 1 be amended to indicate that
the area to be removed from the Courtice Urban Area be
redesignated "Major Open Space". As well , Committee also
directed (Resolution #GPA-992-83) Staff to amend the staging
policies attached to the Report as Attachment No. 7 by
deleting Section 6.8.2 iii ) a) .
Accordingly, Staff have amended the subject schedule, as
* attached to this Report , and recommend that it be
substituted for Appendix A to Attachment 1 to Staff Report
PD-182-83.
As well , Staff have amended the staging policies as directed
* and it is recommended that the amended policies, as attached
to this Report, be substituted for Attachment #7 to Staff
Report PO-182-83. It is further recommended that
Recommendation No. 9 in Staff Report PO-182-83 be amended
accordingly.

ATTACHMENT #1 TO REPORT PO-184-83
AMENDMENT TO THE OFFICIAL PLAN OF THE FORMER TOWNSHIP OF
DARLINGTON, NOW PART OF THE TOWN OF NEWCASTLE
Purpose of Amendment
The purpose of this amendment is to introduce more flexible
policies for staging urban development within the Courtice
Major Urban Area.
Basis of Amendment
This amendment to the Official Plan of the former Planning
Area of the Township of Darlington is based upon the need
for more flexible policies with respect to the staging of
development in the Courtice Major Urban Area.
Location of Amendment
The area subject to this amendment is defined as the
Courtice Major Urban Area as delineated by Schedule 1 to the
Official Plan of the former Township of Darlington.
Actual Amendment
The Official Plan of the former Township of Darlington is
hereby further amended by:
1 . Deleting in their entirety, Sections 6.8.2 iii ) and
6.8.2 iv); and
2. Inserting the following Sections 6.8.2 iii ) and
6.8.2 iv) :
"6.8.2 iii ) a) Town Council may monitor the rate of
residential development to ensure that
such development is both in keeping with
the financial and adminstrative
capabilities of the Town and is within
the Town 's capability to provide and
maintain the required services.
b) The timing and phasing of development
within the various neighbourhoods will be
determined through the consideration of
plans of subdivision and the negotiation
of development agreements and will be
based on the logical use and extension of
services reinforcing the Community
Central Area and other applicable
policies of the Official Plan.

6.8.2 iv) Council shall require that the development or
redevelopment of land within the Courtice
Major Urban Area have regard for the findings
and recommendations of the Courtice Storm
Water Management Study and shall be in
accordance with the policies of Council with
respect to storm water management."
