RECOMMENDATION:
It is respectfully recommended that the General Purpose and
Administration Committee recommend to Council the
following :
1 . That Report PD-175-83 be received; and
* 2. That the attached By-law being a by-law to
amend By-law 83-22 to establish a scale of
development charges be approved.

BACKGROUND AND COMMENT:
On January 24, 1983, the Council of the Town of Newcastle
passed By-law 83-22, being a by-law to establish a scale of
development charges applicable within the Town of Newcastle.
Schedule "A" to By-law 83-22 establishes the Town 's
development charge policy and more particularly, Paragraphs
1 .6 and 1 .8 require the Town to undertake an annual review
of the schedule of development charges and to adjust the
amount of development charges in accordance with the
increase of capital costs as maybe appropriate and based
upon the Southam Construction Cost Index.
Staff recently received a copy of the Southam Construction
Cost Index which indicates that there has been an increase
of approximately 5.4% of the composite construction cost,
which includes material and wages. This represents the
increases in 1983 to September. It does not reflect the
year-end figures which are not yet available.
Accordingly, it would be appropriate to adjust the schedule
of development charges to reflect this increase in
accordance with our established policy. In that regard,
staff have prepared the attached by-law to amend By-law
83-22 by revising the development charges applicable to the
various types of housing units and generally increased the
charges by 4%, representing the difference between the 1982
year-end index and the current index as of September 1983.
If Council is in agreement with the proposed increases, it
would be appropriate to pass the attached amending by-law.

being a By-law to amend By-law Number 83-22, as amended, to
revise the scale of development charges for the Town of
Newcastle.
WHEREAS By-law Number 83-22 of the Corporation of the Town of
Newcastle established a scale of development charges.
AND WHEREAS pursuant to the provisions of By-law Number 83-22, the
Town is to review the schedule of development charges annually and
shall adjust the amounts of the development charges in accordance
with the increase of Capital Costs as may be appropriate using the
Southam Construction index for calculating such adjustments;
NOW THEREFORE BE IT ENACTED AND IT IS HEREBY ENACTED, as a By-law
of the Corporation of the Town of Newcastle by the Council thereof
as follows:
1. Paragraph 1.1 of Schedule "A" to By-law Number 83-22 of the
Corporation of the Town of Newcastle is hereby amended by
inserting the following revised development charges:
Single and Semi-Detached Dwelling Units $625.00 per unit
Row Housing (including conventional 520.00 per unit
Townhousing, Street Townhousing and
Mobile Units)
Apartments (including walk-up and higher 416.00 per unit
density apartments, rental and condominium)
2. Paragraph 1.2 of Schedule "A" to By-law Number-83-22 of the
Corporation of the Town of Newcastle is hereby amended by
inserting the following revised development charges:
Single and Semi-Detached Dwelling Units $915.00 per unit
Row Housing (including conventional 765.00 per unit
Townhousing, Street Townhousing and
Mobile Units)
Apartments (including walk-up and higher 625.00 per unit
density apartments, rental and condominium)
3. Provisions of this by-law shall take effect on the 1st day of
January, 1984.

BY-LAW read a third time and finally passed this 28th
day of November 1983.
