That Report PD-159-83 be received; and 2. That Amendment No. 1 as modified, to the * Enniskillen Hamlet Development Plan , attached to this Report , be approved in accordance with Resolution #GPA-493-83. i i i I ...2 i I hilt ut REPORT NO. : PD-159-83 Page 2 BACKGROUND: At its meeting of June 6, 1983, the General Purpose and Administration Committee considered Staff Report PD-81 -83. This report presented a draft amendment to the Enniskillen Hamlet Development Plan which would remove the requirement for a municipal water system and permit residential development to proceed on the basis of private wells and septic systems. Committee resolved (##GPA-493-83) to forward the amendment to Council for approval at such time as Regional Council has considered the amendment. On September 21 , 1983, the Town of Newcastle was advised by the Region of Durham that Regional Council had reviewed the proposed amendment and had requested that the amendment be modified to include a requirement for individual drilled wells. Staff also note that Regional Council also approved Amendment #99 to the Durham Regional Official Plan to remove the reference to a municipal water system in Enniskillen . The Region of Durham Health Unit indicated they had no objections to the amendment provided that development is served by individual drilled wells and that sewage systems be either a tile or filter bed system. COMMENT: Staff note that the Enniskillen Hamlet Development Plan indicates that many of the hamlet residents utilizing shallow, bored wells, were experiencing frequent water shortages , but that most wells, if drilled deep enough, should encounter a sufficient supply for a single residence. . . .3 i REPORT NO. : PD-159-83 Page 3 Staff therefore have no objection to modifying the proposed amendment to the Hamlet Development Plan to specify that individual drilled wells are required. The modification has * been included in Section 4.2.1 of the amendment attached to this Report. With respect to the Health Unit' s request that either a tile or filter bed system be specified in the Hamlet Plan, staff note that such systems can be required by the Health Unit at the time permits are applied for. Therefore, Staff feel that it is not necessary to include this requirement in the Hamlet Development Plan. It is therefore recommended that Amendment No. 1 as modified * to the Enniskillen Hamlet Development Plan as attached to this Report, be forwarded to Council for approval . Since y T.T. Edwards, M.C. If, after conducting the above investigation, evidence satisfactory to the Town of Newcastle and the Durham Health Unit has been produced which indicates that a reduction in the minimum lot area requirement is warranted, Council may approve such a reduction only so far as the minimum lot size is not reduced to below 0.3 hectares and the average lot size for a given proposal is -S- not reduced to below 0.4 hectares.
