SUBJECT: HAMLET DESIGNATION FOR MAPLE GROVE
IN DURHAM REGIONAL OFFICIAL PLAN
RECOMMENDATION:
It is respectfully recommended that the General Purpose and
Administration Committee recommend to Council the
following :
1 . That Report PD-152-83 be received; and
2. That the Region of Durham be advised that the
Town of Newcastle has no objection to designating Maple
Grove as a Hamlet in the Durham Regional Official Plan.
3. That a copy of Staff Report PD-152-83 and
Council 's decision be forwarded to the Region of Durham.

BACKGROUND:
On September 29, 1983, the Planning Department received a
* letter from the Region of Durham Planning Department
(attached) which proposes designating the existing rural
cluster of Maple Grove as a Hamlet for infilling in the
Durham Regional Official Plan.
This proposal was prompted by an application submitted by
Mr. F. Docimo in April , 1983 to redesignate a 0.13 ha (0.32
acre) parcel of land on the north-west corner of Maple Grove
Road and Highway 2 from "Major Open Space" to an appropriate
commercial designation to permit the construction and
operation of a farm produce retail outlet.
In Report PD-101 -83 which was considered by the General
Purpose and Administration Committee at its meeting of July
4, 1983, Staff noted that the subject site, as well as a
commercial nursery on the northeast corner of Maple Grove
Road and Highway 2, are zoned C2 (Highway Commercial ) by
By-law 2111 of the former Township of Darlington. The
Regional Official Plan permits an existing commercial strip
outside an urban area to consolidate into a Special Purpose
Commercial node.
Staff recommended that the site subject of the official plan
amendment application and the nursery be designated a
Special Purpose Commercial Node in the Regional Plan.
Committee resolved (Resolution #GPA-594-83) to adopt this
recommendation; subsequently, on July 11 , 1983, Council also
adopted the recommendation (Resolution #C-536-83).
The Region has indicated, in recent discussions with Town
staff, that they would prefer to see commercial uses

directed towards hamlets and urban areas. In their letter,
the Region is suggesting that by designating Maple Grove as
a Hamlet, Mr. Docimo's proposal would be allowed to proceed
while permitting more detailed studies through a Hamlet
Development Plan.
COMMENTS
The Durham Regional Official Plan indicates that the
predominant landuse in hamlets shall be residential
development , with other uses such as community facilities
and limited commercial operations being permitted. Staff
* note that within the area indicated on the attached Key Map,
there are approximately ninety (90) non-farm related
residential dwellings, as well as a church, a school , and a
number of commercial operations such as an automobile sales
dealership which are recognized within the Zoning By-law.
It is Staff's opinion that the existing residential cluster
of Maple Grove would qualify as a Hamlet within the
provisions of the Regional Plan.
Staff note that by designating Maple Grove as a Hamlet,
minor internal infilling and/or minor additions to existing
development will be permitted. Staff also note that the
boundaries on the attached Key Map only delineate the
existing built-up area, and that the exact boundaries of the
hamlet would be determined within a Hamlet Development Plan
approved by Council .

It is therefore recommended, that the Region of Durham be
advised that the Town of Newcastle has no objection to
designating Maple Grove as a Hamlet within the Durham
Regional Official Plan.

Further to your recent telephone conversation with Mr. John Sharpe
of this Department with respect to the above-noted matter, this
will confirm our suggested approach to deal with Mr. Docimo's
proposal .
As discussed, there would appear to be a basis for identifying the
existing rural cluster of Maple Grove as a hamlet for infilling in
the Durham Regional Official Plan. This action would al 1 ow the
individual proposal of Mr. Docimo to proceed while permitting
further more detailed studies in the form of a hamlet development
plan for this area.
We would appreciate it if you could supply us with any comments
you or your Council may have on our proposal at your earliest
convenience. If you have any questions regarding this matter,
please do not hesitate to contact either myself or Mr. John Sharpe
