ONTARIO BASE MAPS PROGRAM
MAPPING ASSISTANCE

RECOMMENDATION:
It is respectfully recommended that the General Purpose and
Administration Committee recommend to Council the
following:
1 . That Report PD-132-83 be received; and
2. That the Ministry of Natural Resources be
advised that the Town wishes to participate in the Ontario
Basic Mapping Program and that an amount of Seven-eight j
Thousand Dollars ($78,000.) be allocated in the 1984 Budget
for mapping purposes.

BACKGROUND:
On March 31st, 1980, the then Planning and Development
considered Staff Report P-55-80 in respect of the Ministry
* of Natural Resources Ontario Base Map Program (copy
attached) . As a result of the Committee's consideration ,

the following resolution PD-128-80 was approved.
"That Report P-55-80 be received; and
1 . The Minister of Natural Resources be advised that
the Town of Newcastle is interested in
participating in the Ministry's Mapping Assistance
Program in order to obtain assistance in mapping
the Rowmanville and Courtice Urban areas at a scale
of one to two thousand; and
2. Staff be directed to liaise with Ministry staff and
report back to the Planning Committee upon
determination of the Town 's eligibility for
assistance and the Town 's share of costs for such
mapping."
On March 21st, 1983, staff received a letter from the
Ministry of Natural Resources confirming that in this fiscal
year the Ministry may be able to commence the mapping
project for the Town 's area and that they would contact us
at a later date to arrange further discussions in respect of
Town's participation in the mapping project.
On August 25th, 1983, staff met with Mr. Roy Auds, the Chief
Contract Monitor for the Ontario Basic Map Program to
discuss -the Town's eligibility and the municipal share of
costs with would arise from the Town 's participation within
the Program. At that time it was determined that funding
for the project was based upon municipal population. Using
the Town's present population of 31 ,900, it has been estab-
lished that the Municipality 's contribution would equal
about twenty-eight percent (28%) of the total cost of the

project with the Ministry picking up the balance. It should
be noted that the Town's portion could be paid any time
within the two year contract, and would be subject of
course, to the details of an agreement outlining the
municipal obligations. When this project was first
considered in 1980, it was estimated that the total cost of
the project for mapping of Bowmanville and Courtice, would
be approximately One Hundred and Ninety-five Thousand
Dollars ($195,000. ) with the Town's share being somewhere
between Thirty-three and Fifty Thousand ($33,000. and
$50,000. ) . However, using current cost estimates the same
area would be in the order of Two Hundred and Thirty
Thousand Dollars ($230,000. ) with the Town 's share being
roughly Sixty-seven Thousand ($67,000.). If however, the
Town were interested in acquiring mapping at this scale for
Orono and Hampton as well , the total cost for the project to
the Town would be in the order of Seventy-eight Thousand
Dollars ($78,000.). The mapping for the Bowmanville and
Courtice Area is of primary importance to the functioning of
the Planning Department, and provides extremely useful
information for all aspects of the Town 's operations. We
therefore strongly recommend that the Town- participate in
this program and that an amount of Seventy-eight Thousand
Dollars ($78,000.) be allocated for Mapping Purposes in the
1984 Budget. Staff also recommend that this amount be drawn
from the OHAP Reserve Fund which has been established for
conducting planning studies and which has a current balance
of approximately Two Hundred and Seventy Thousand Dollars
($270,000. ) .

SUBJECT: Ministry of Natural Resources - Mapping Assistance

BACKGROUND:
On June 11, 1979, the Planning Committee -considered report
P-84-79 (copy attached) respecting mapping assistance available from
the Ministry of Natural Resources. In accordance with the recommendations
of that report, as adopted by Council on June 18, 1979; staff investi-
gated the comparative costs of obtaining mapping through the subject
program. On July 23, 1979, we were advised by the Ministry of Natural
Resources that mapping of our area had been given a high priority, and
would be available, at a scale of 1:10,000, by April of this year. The
price per print would be approximately $2.00 and there are some 26 sheets
in This would provide the Town with basic and up-to-date topographic
mapping for most of the Town. However, at the present time, the Ministry
has not determined whether or not mylar originals would be available for
sale to the municipality.
COMMENTS:
While the mapping undertaken by the Ministry of Natural Re-
sources at a scale of 1:10,000 will provide adequate detail for most of

the Town, it would be extremely beneficial if we could obtain greater
detail for the urban areas. In Lhat reguird, the Ministry's mapping
assistance program provides' an opportunity for mapping these areas at
a scale of 1:2000. HoxSever, in order to properly investigate the costs
of participating in the program, a direct request from Council to the
Minister of Natural Resources would be required, and should indicate
the Town's interest in participating in the program.
Once such a request has been made, Ministry staff will con-
tact the municipality to discuss our requirements, eligibility and to
determine approximate costs.
At the present time, we have been advised by Ministry staff
that the cost of producing individual sheets is approximately $3000.
Our initial estimates indicate that for Bowmanville and Courtice there
would be 65 sheets involved, for a total of $195,000. If the Town's
request for assistance is approved, the cost to the Town could be some-
where between $33,000 and $50,000. However, we have been advised by
private mapping services that the costs would be much closer to $2200
per sheet, for a total of $143,000. Our costs, with Minstry assistance,
could be between $24,000 and $38,000, again dependant upon the extent of
the Town's eligibility. These costs could be spread over a period of
two years. We note that the Department's 1980 budget submission includes
an allocation of $15,000 for mapping.
RRCOt*MNDATION:
That the Planning and Development Committee recommend to
Council the following:
1. That report P-55-80 be received; and that
