REPORT TO THE GENERAL PURPOSE AND ADMINISTRATION COMMITTEE
MEETING OF SEPTEMBER 1983.

SUBJECT: EXTENSION OF DRAFT APPROVAL 18T-74067
CEAN INVESTMENTS LIMITED
PART OF LOT 12, 13A, 14, 14A, 16 and 17
IN BLOCK 1, C.G. HANNINGS PLAN
PART OF LOTS 1, 2, 3, AND 4 AND PART OF
FIRST STREET, C.C. BURKS PLAN AND ALL OF
LOT 21, PLAN 647, TOWN OF NEWCASTLE
RECOMMENDATION:
It is respectfully recommended that the General Purpose and
Administration Committee recommend to Council the
following :
1 . That Report PD-115-83 be received; and
2. That Council adopt the following resolution :
"That Council of the Town of Newcastle hereby

requests the Minister of Municipal Affairs and
Housing to extend the draft plan approval for
Subdivision 18T-74067 for a further six month
period to February 5, 1984."
3. That the request in 2 above be forwarded to the

Ministry of Municipal Affairs and Housing; and
that Cean Investments be so advised.

BACKGROUND AND COMMENT:
A copy of the attached letter was received by the Planning
and Development Department on July 20, 1983. The letter
from Mr. J. Wigley, on behalf of Cean Investments Limited
requests that the draft Plan of the above-mentioned plan be
extended.

A reply to Mr. Wigley's letter was forwarded to the
attention of Mr. W. Saidenberg in which staff advised that a
review of a red line revision to the draft plan of
subdivision was ongoing. Further, that due to the summer
recess, as observed by Council , staff was unable to obtain
Council 's formal acknowledgement of said request until the
first meeting in September. Accordingly, however, staff
would have no objections to the extension to the approval
for a period of six (6) months. It is anticipated by staff
that the subdivision agreement could be finalized prior to
the expiry of said extension.

This follows our telephone conversation of July 18 ,
1983 . Cean Investments is proceeding to develop
a plan of subdivision in the Town of Newcastle which
plan was draft approved by the Minister on August 5 ,
1980 .
The plan lapses on August 5 , 1983 and this letter is
to request a further extension to the approval for a
period of two years.
This request is made directly to you in accordance
with the Ministry ' s revised practice for requesting
draft approval extensions. Copies of this letter are
being directed to the local and regional municipalities .

Further to our receipt of a copy Mr. Wigley's letter, dated
July 18, 1983 to your attention, please be advised that
staff is presently undergoing a review of the draft plan of
subdivision - a proposed red-line revision, as submitted.
Due to the summer recess, as observed by Council , staff is
unable to obtain Council 's formal acknowledgement of said
request until the first meeting in September. Accordingly,
however, staff would have no objection to the extension to
the approval for a period of six months.
