REPORT TO THE GENERAL PURPOSE AND ADMINISTRATION COMMITTEE
MEETING OF SEPTEMBER 6, 1983.

SUBJECT: EXTENSION OF DRAFT APPROVAL 18T-77037
PART OF LOT 26, CONCESSION 2
FORMER TOWNSHIP OF DARLINGTON
RECOMMENDATION:
It is respectfully recommended that the General Purpose and
Administration Committee recommend to Council the
following :
1 . That Report PD-114-83 be received ; and
2• That Council adopt the following resolution :
"That Council of the Town of Newcastle hereby
requests the Minister of Municipal Affairs and
Housing to extend the draft plan approval for
Subdivision 18T-77037 for a further six (6) ,
month period to March 8, 1984."
3• That the request in 2 above be forwarded to
the Ministry of Municipal Affairs and Housing
and that Mr. Mark Tomina be so advised.

BACKGROUND AND COMMENT:
A copy of the attached letter was received by the Planning
and Development Department on July 18, 1983. The letter
from R. St. C. Armstrong, on behalf of Mark Tomina requests
that the draft Plan of the above-mentioned plan be
extended.
A reply to Mr. Armstrong 's letter was forwarded to the
attention of Ms. Tennant, Ministry of Municipal Affairs and
Housing , in which staff advised that a draft subdivision
agreement, as submitted by the owner, is presently under
review. Further, that due to summer recess as observed by
Council , staff was unable to obtain Council 's formal
acknowledgement of said request until the first meeting in
September.
Accordingly, however, staff would have no objections to the
extension to the approval for a period of six (6) months.
It is anticipated by staff that the subdivison agreement
will be finalized prior to the expiry of said extension.

Further to our receipt of a copy of Mr. Armstrong's letter,
dated July 12, 1983 to your attention, please be advised
that staff is presently undergoing a review of a subdivision
agreement with the respectable owners of the property. Due
to the summer recess, as observed by Council , staff is
unable to obtain Council 's formal acknowledgement of said
request until the first meeting in September. Accordingly,
staff would have no objection to an extension to the
approval for a period of six months.

We hereby request extension of Draft Approval for the above
noted file for the following reasons :
a ) Engineering is completed;
b ) A subdvision agreement with the I-Aunicipality is -currently
undergoing review by the Works Department and Planning
Department of the Town of Newcastle ; '
•c ) We expect to be before Council within 30 - 60 days request
ing a by-law authorizing the Mayor and Clerk to execute
the agreement on behalf of the Town of Newcastle.
