HomeMy WebLinkAboutPD-112-83 REPORT #6 4 CORPORATION OF THE TOWN OF NEWCASTLE PLANNING AND DEVELOPMENT DEPARTMENT T.T.EDWARDS,M.C.I.P.,Director HAMPTON,ONTARIO LOB UO TEL.(416)263-2231 REPORT TO COUNCIL MEETING OF JULY 25, 1983 REPORT NO. : PD-112-83 SUBJECT: BOWMANVILLE MAINSTREET REVITALIZATION RECOMMENDATION: It is respectfully recommended that Council approve the following resolutions : 1. That Report PD-112-83 be received; and 2. That the Ministry of Housing be requested to approve the reallocation of any monies not utilized as part of the approved Mainstreet Revitalization Plan for Bowmanville; and 3. That the reallocation of such funds be for the following purposes : a) Upgrading and replacement of existing decorative luminaires to a maximum of $9,000.00 b) Additional street tree plantings, decorative paving, landscaping and planter plantings within the Business Improvement Area con- sistent with the intent of the Mainstreet Revitalization Development Plan. BACKGROUND AND COMMENTS As part of staff's ongoing review of the progress and budget of the Bowmanville Mainstreet Revitalization project, it has been determined that some portion of the approved budget may be unexpended. This is due to the fact that . . .2/ REPORT NO. : PD-112-83 Page 2 some of the works originally proposed would be external to the BIA, and thus not elegible. In addition, quotations and costs associated with the works being proceeded with, have been lower than original estimates. Based upon staff's projections, those savings could result in as much as $12,000.00, being unexpended. As Council will recall , the terms of the Provincial loan provide that, up to two-thirds of the total loan may be utilized for parking improvements. If the balance of the loan is not expended on elegible items, then the Town and the BIA could be faced with reimbursing the province the unexpended funds, plus the difference between the two- thirds of the total loan expended on parking and two-thirds of the actual expenditures. Based upon preliminary esti - mates , this could amount to approximately $10,000.00. In order to avoid any such payments, it is suggested that approval be sought for reallocation of any unexpended por- tion of the provincial loan. These monies could be directed to other projects being considered by the BIA Board of Management and in particular, the upgrading of existing decorative luminaires. This particular project wopuld involve replacement of existing glass globes with larger globes which will improve the attractiveness of these lights and possibly the life of the bulbs themselves through a reduction in overheating due to increased air space. . . .2/ i REPORT NO. : PD-112-83 Page 3 Other possible projects would include the provision of additional street tree plantings and landscaping, including plantings for installation within the newly purchased street planters, as well as decorative paving in and around the locations of the new benches.
