COMMENT
Section 4 (t) a) of By-law 2111, as amended, provides that
Council may approve the use of a mobile home as a temporary
residence for a maximum of a six month period during con-
struction of a permanent dwelling. This type of approval
has been granted by Council in the past, subject to exe-
cution of an agreement in respect of the use and occupancy
of the mobile home.
Staff note that Mr. Hiemstra's request is for a two year
period. To accommodate this request, a number of options
are available. These include granting of approval for a
six month period subject to the Town's standard agreement;
approval as above, but with provision for extension by
Council for a further six month period; approval for a six
month period subject to a by-law amendment; or approval for
a six month period subject to a minor variance.
In all cases, it is important that an appropriate agreement
be executed. Staff would respectfully suggest that the
first option be followed and that staff be directed to
address such temporary uses within the new comprehensive
by-law.
