HIEMSTRA - REQUEST FOR PERMISSION TO OCCUPY A MOBILE HOME i RECOMMENDATION: It is respectfully recommended that Council approve the following resolutions : 1. That Report PD-111-83 be received; and 2. That Mr. F. Heimstra be granted permission to occupy a mobile home for a six month period; and 3. That the Mayor and Clerk be authorized to exe- cute, with Mr. F. Hiemstra, the Town 's standard agreement; and 4. That prior to expiry of the six month approval , staff address the matter of temporary use through inclusion in the Town 's comprehensive zoning by-law. BACKGROUND On July 18, 1983, the General Purpose and Administration i I Committee considered the attached letter from and a i delegation by Mr. F. Hiemstra. In response to Mr. Hiemstra 's request, Council referred the matter to staff l for a report. . . .2/ i REPORT NO. : PD-111-83 Page 2 COMMENT Section 4 (t) a) of By-law 2111, as amended, provides that Council may approve the use of a mobile home as a temporary residence for a maximum of a six month period during con- struction of a permanent dwelling. This type of approval has been granted by Council in the past, subject to exe- cution of an agreement in respect of the use and occupancy of the mobile home. Staff note that Mr. Hiemstra's request is for a two year period. To accommodate this request, a number of options are available. These include granting of approval for a six month period subject to the Town's standard agreement; approval as above, but with provision for extension by Council for a further six month period; approval for a six month period subject to a by-law amendment; or approval for a six month period subject to a minor variance. In all cases, it is important that an appropriate agreement be executed. Staff would respectfully suggest that the first option be followed and that staff be directed to address such temporary uses within the new comprehensive by-law. i Respec 1 ed, T.T. Edwards, M.C.I.P.
