HomeMy WebLinkAboutPD-100-83 4 CORPORATION OF THE TOWN OF NEWCASTLE PLANNING AND DEVELOPMENT DEPARTMENT T.T.EDWARDS,M.C.I.P.,Director HAMPTON,ONTARIO LOB 1JO TEL.(416)263-2231 REPORT TO THE GENERAL PURPOSE AND ADMINISTRATION COMMITTEE MEETING OF JULY 4, 1983 REPORT NO. : PD-100-83 SUBJECT: DURHAM REGION OFFICIAL PLAN AMENDMENT APPLICATION - TEMPORARY WASTE DISPOSAL SITE - ONTARIO HYDRO, DARLINGTON NUCLEAR GENERATING STATION SITE, FILE: OPA 83-13/D RECOMMENDATION: It is respectfully recommended that the General Purpose and Administration Committee recommend to Council the following : 1 . That Report PD-100-83 be received; and 2. That the Region of Durham be advised that the Town of Newcastle has no objection to application 83-13/D submitted by Ontario Hydro to amend the Durham Region Official Plan to redesignate a 1 hectare parcel in Part Lot 24, Broken Front Concession , Darlington (Darlington Nuclear Generating Station site) to indicate a waste disposal facility; and 3. That a copy of Staff Report PD-100-83 and i Council 's Resolution be forwarded to the Region of Durham and the applicant. I Report No: PD-100-83 _/3 Newcastle Public Works Department "We have reviewed this application and find that we have no objection, provided the nature of the proposal remains as an on-site function. " Newcastle Community Services Department "If this park is exclusively for the workers employed at the Darlington Generating Station, then it is not the responsibility of the Town of Newcastle. We have no objection if Ontario Hydro wants to develop a park on their property for their employees. However, if this park site is going to be a community park, I feel that the Town of Newcastle and Hydro will have to work out an agreement as to who is responsible for maintenance, etc." Newcastle Fire Department "The Fire Department has no objection to the application. Landfill sites at times can create a problem, when debris is left uncovered with a potential for a fire. Additional information should be submitted as to the daily maintenance and operation of the proposed landfill site." Central Lake Ontario Conservation Authority "We generally have no objection to the use of the subject lands for a temporary waste disposal site. Construction debris should be placed well back from the bluffs which abut the Lake Ontario shoreline." Ministry of the Environment "An application for a Certificate of Approval for the proposed use has been submitted to our Ministry, and based on our review of the information provided, no environmental problems are foreseen. We therefore offer no objection to approval of the amendment." Ministry of Natural Resources "We have no comments or concerns to bring to your attentign." I Report No: PD-100-83 .. ./2 BACKGROUND: On April 6th, 1983, the Region of Durham notified the Town of Newcastle that it had received an application to amend the Durham Region Official Plan. The amendment , submitted by Ontario Hydro, proposes the redesignation of a 1 hectare (2.5 acre) parcel of land on the Darlington Nuclear Generating Station site to permit a temporary waste disposal facility. The subject site is intended to receive the construction rubble created by the construction of the Darlington Generating Station up to the year 1991 . Ontario Hydro has applied to the Ministry of the Environment for the Certification of the disposal site. The Ministry has indicated that the site will receive only the following non-hazardous solid industrial waste - plastics, fiberglass, styrofoam, rubber, paint cans, wood, masonry and concrete rubble, and will receive wastes at a rate of only one to four tons per day. No radio-active or operational waste will be disposed of at the facility. The Ministry has also indicated that the site will be strictly controlled by Ontario Hydro and monitored by Ministry staff, and Ministry staff are confident that the proposal does not pose an environmental problem. Based on these factors, Ministry staff intend to recommend to the Director of the Ministry of the Environment that a hearing on the proposal by the Environmental Assessment Board is not necessary. The Official Plan Amendment application submitted by Ontario Hydro also indicated that, once disposal ceases, the site will be used as a community park. In accordance with Departmental procedures, the application was circulated to the appropriate Town Departments for comments. As well , the Region provided the Town with copies of the comments received through their circulation of the application. The following is a summary of the comments received : i Report No: PD-100-83 .. ./4 The Region has indicated to the Town that no submissions have been received from the public in response to a public notice advertised by the Region in the Canadian Statesman/Newcastle Independent regarding the subject application. COMMENTS: Staff have reviewed the comments received on the proposed temporary waste disposal facility and note that no significant concerns were identified. Staff therefore have no objection to the designation of the subject site for a temporary waste disposal facility and recommend that the Region of Durham be so advised. Staff contacted Ontario Hydro to obtain further information on the community park proposed for the site once disposal ceases. Ontario Hydro staff indicated that the proposed disposal site is part of a large hill located on 200 acres in the western portion of the Darlington Generating Station property. The hill has been created by the depositing of seven million cubic metres of soil excavated from the Generating Station site. Ontario Hydro is proposing that, once disposal ceases, the disposal facility will be covered with soil and the entire 200 acre parcel reforested and regrassed to create a park. Ontario Hydro is proposing that the park which would have walking and hiking trails, would be open to the general public. Ontario Hydro staff further indicated no obligations would be imposed on the Town to assume responsibility for the park; however, it was suggested that at some time in the future, a legal agreement might be worked out with either the Town or the Region for the transferring of responsibility for the park. Report No: PD-100-83 Staff have no difficulty with the creation of a community park on the Darlington Generating Station property if the park is to remain the responsibility of Ontario Hydro. However, the possibility of the Town assuming responsibility for the park in the future needs to be examined in the context of the Town 's long-term recreational needs and fiscal considerations.
