(416)263-2231 REPORT TO THE GENERAL PURPOSE AND ADMINISTRATION COMMITTEE MEETING OF JULY 26, 1982 REPORT NO. : PD-133-82 SUBJECT: BOWMANVILLE BUSINESS IMPROVEMENT AREA APPLICATION FOR MAIN STREET REVITALIZATION j LOAN - OUR FILE: PLN-12.2.1 RECOMMENDATION: It is respectfully recommended that -the General Purpose and Administration Committee recommend to Council the following: 1 . That Report PD-133-82 be received; and * 2. That the attached Development Plan for the Bowmanville Business Improvement Area be approved; and 3. That the Ministry of Municipal Affairs and Housing be requested to provide the Town of Newcastle with a Main Street Revitalization Loan in the amount of $150,000 for implementation of the Bowmanville Business Improvement Area Development Plan, as attached. I i kl a (�>r Report No: PD-133-83 . . ,/2 On May 10th, 1982, Council considered the recommendations of staff Report ADMIN-82-26, and approved Resolution C-397-82 in respect of an application to the Province of Ontario for Main Street Revitalization funding. Following therefrom, the Bowmanville Business Improvement Area Board of Management engaged Town staff for the purposes of preparing the necessary Development Plan, Work Program and Capital Budget to be submitted to the Town of Newcastle for approval and forwarding to the Ministry of Municipal Affairs and Housing in support of the Town 's application for Main Street funding. At a general meeting of the Business Improvement Area held on July 20th, 1982, the attached Development Plan and supporting documentation was approved by a majority of the members in attendance. f COMMENTS: The attached Development Plan has been prepared with three objectives in mind. These are outlined within the Report, but briefly put these objectives were to maintain the status quo of existing off-street parking within the B.I .A. ; to supplement this with additional off-street parking located in the west end of the Improvement Area; and thirdly, to continue the beautification of the downtown through continuation of streetscape improvements commenced in 1977. The Development Plan details the provision of off-street parking on three sites, one of which has been approved for purchase by the Munic.ipality. The other two would be subject to the arrangement of suitable leases in favour of the Town. The other improvements detailed include the development of a pedestrian walkway between the Church Street parking lot and King Street over an existing right-of-way and the provision of signage, tree planting, Report No: PD-133-83 benches, planters and waste receptacles in various locations throughout the B.I .A. The Work Program would see the balance of the construction work undertaken in 1983, with some work undertaken in 1984, depending upon the ability of the Town to acquire a lease for the subject piece of property. The Capital Budget parallels the Work Program and indicates how the various projects will be financed and the impact ofthese upon the Town of Newcastle Parking Reserve Account. It should be noted at this point that given the limited budget of the B. I .A. and the requirement that revitalization projects be undertaken in a relatively short time frame, the proposal, must, of necessity, draw upon existing reserves generated through parking enforcement within the Bowmanville area. These funds will , however, be recovered over time through additional revenues generated by the new parking lots . It should also be noted that the budget shows all figures in 1982 dollars and has not taken into account any interest on funds held in reserve. As indicated above, staff were retained, on their own time, to assist the Board of Management in the preparation of this Development Plan, and are therefore intimately familiar with the contents. It should be remembered however, that this Plan represents a concept and as such, the costsof implementing have been approximated based upon current prices for material and labour. Bearing this in mind, the extent to which the Plan can be implemented, that is, whether or not all three parking lots can be developed, will be a reflection of the actual costs encountered with the first two properties scheduled in the Work Program. Staff therefore have no difficulty in recommending approval of the Bowmanville Business Improvement Area Development Plan, and that it be forwarded to the Ministry of Municipal Affairs and Housing Report No: PD-133-82 . . ./4 accompanied by an appropriate Resolution of Council requesting the maximum Main Street Revitalization Loan.
