REPORT TO THE GENERAL PURPOSE AND ADMINISTRATION COMMITTEE
MEETING OF JUNE 28th, 1982

SUBJECT: APPLICATION BY THE TOWNSHIP OF SCUGOG TO
AMEND THE DURHAM REGIONAL OFFICIAL PLAN

RECOMMENDATION:
It is respectfully recommended that the General Purpose and
Administration Committee recommend to Council the
following:
1 . That Report PD-113-82 be received; and
2. That the Region of Durham be advised that the
Town of Newcastle has no objection to
application 82-17/D, submitted by the Township
of Scugog, to amend the Durham Region Official
Plan to permit a Mineral Aggregate Resource
Extraction Area in part of Lot 12, Concession
1 , former Township of Cartwright, subject to
the following considerations being addressed:
a) For safety reasons and to mitigate any
possible negative effects of heavy vehicular
traffic on the draft approved plan of
subdivision (18T-75362) immediately to the .
south of this site, it is suggested that
access from the Scugog Newcastle Boundary
Road be located at the east limit of the ,y

site and that truck traffic be required to
travel east from that point directly to
Regional Road 57.
b) That the sequence of excavation be altered
to permit immediate excavation of phases 1 ,
6 & 7 in order to minimize the long term
effects of operation upon the draft approved
plan of subdivision (18T-75362) to the
south.
3. That a copy of the staff Report and Council
Resolution be forwarded to the Corporation of
the Township of Scugog and the Ministry of
Natural Resources.
BACKGROUND:
On May 6, 1982, the Town of Newcastle received notice from
the Region of Durham that the Township of Scugog had applied
to amend the Durham Region Official Plan. Scugog Township
proposes to extract aggregate material for municipal use
from a site in Lot 12, Concession 1 , that abuts the Boundary
Road with the Town of Newcastle. The extraction is proposed
to be conducted in nine phases, with each phase requiring 2
to 3 years. Because the present proposal indicates that the
land abutting the Boundary Road would be excavated during
Phases 1 , 6 and 7, excavation of these Phases may not take
place for several years.
The site of the proposed excavation is located on the
Boundary Road opposite the Hamlet of Burketon. Section
4.1 .2 of the Durham Region Official Plan designates Burketon
as a "Hamlet for growth". As well , the land across the
Boundary Road from the proposed site was designated as an

"Area for Expansion" in the Burketon Station Hamlet Plan,
approved by Council on February 23, 1979, and was included
in a revised draft plan for residential subdivision
(18T-75362) approved by Council on June 29, 1981 , and the
Ministry of Housing on
It should also be noted that an active Canadian Pacific Rail
line runs roughly parallel to the Boundary Road immediately
to the south of the above-mentioned land.
In accordance with the Town's procedure for reviewing
Official Plan amendments, the application was circulated to
affected agencies for comments; in this case, comments were
only solicited from the Town of Newcastle Public Works
Department. Their comments are summarized below:
"1 . Access is onto a Boundary Road (between Scugog
and Newcastle) which, -For maintenance purposes, is subject
to the terms of the Boundary Agreement. Presently the road
in question receives minimal summer maintenance (by Scugog
Township) .
2. The road would require upgrading to accommodate
heavy truck traffic."
COMMENTS:
The proposed excavation and the associated heavy truck
traffic would create an undesirable and potentially unsafe
situation for the future residents of the most northerly
portion of the draft approved subdivision 18T-75362, since
the only access proposed for this residential area is off
the Boundary Road.

If an access to the proposed pit is also provided from this
unimproved road in its present location, a potentially
hazardous mixture of heavy trucks and residents' vehicles
could result. As well , the residents are already adversely
affected by the noise associated with an adjacent rail line,
and the noise and dust generated by the heavy trucks along
the Boundary Road could aggravate this condition. It is
therefore recommended that the access to the proposed pit be
relocated to the east.
The staging scheme for the pit operation proposes that
excavation be undertaken in nine phases, with each phase
requiring between two and three years. The lands abutting
the Boundary Road would be excavated during Phases 1 , 6 and
7. Theoretically, the excavation of the last two phases
could take place between 18 and 24 years after operations
begin. However, since the most northerly portion of the
subdivision across the Boundary Road is not anticipated to
be developed for several years, it is recommended that the
staging scheme be modified to permit the lands abutting the
Boundary Road to be excavated first. In this way, it is
hoped that excavations will be completed, or at least
partially completed, on that land closest to the residential
area by the time residential development actually proceeds.
