(416)263-2231 REPORT TO THE GENERAL PURPOSE AND ADMINISTRATION COMMITTEE MEETING OF JUNE 28, 1982 REPORT NO. : PD-109-82 SUBJECT: APPLICATION FOR SITE PLAN APPROVAL FORESTRY PLACE - CANADIAN FORESTERS (EASTERN) GROUP - LIBERTY STREET, BOWMANVILLE Our File: S-P-2-32 i RECOMMENDATION: It is respectfully recommended that the General Purpose and Administration Committee recommend to Council the following: 1 . That Report PD-109-82 be received; and * 2. That the attached By-law authorizing execution of an Agreement between the Canadian Foresters (Eastern) Group and the Town of Newcastle be approved; and * 3. That the attached Development Agreement between the Canadian Foresters (Eastern) Group and The Corporation of the Town of Newcastle be approved for execution. ; i BACKGROUND: On March 22nd, 1982, the General Purpose and Administration Committee considered staff Report PD-72-82 in respect of the proposed rezoning of Part of Lot 11 , Concession 1 , r i Report No: PD-109-82 . . ./2 (Registry Office site) to permit the construction of a senior citizens apartment. Following therefrom, the proponents of this development were advised that a Site Plan Agreement with the Municipality would be required and that an application should be made as soon as possible. On June 16th, 1982, an application for Site Plan approval was submitted on behalf of the Foresters, and pursuant to Department procedures has been placed in circulation. COMME14TS: In view of the extensive discussions which have already taken place relative to this proposal and the need to expedite its approval , staff are again suggesting that approval of site plans and related technical drawings be delegated to the Directors of Planning and Public Works by means of the attached Site Plan Agreement, and that the necessary By-law to authorize execution of the Agreement be approved. Barring any unforeseen circumstances, this would permit execution of the Agreement by July 6th, at the absolute earliest, and approval of site plans prior to the July 20th date for tendering by the Foresters.
