HomeMy WebLinkAboutPD-65-83 -17,4P) CORPORATION OF THE TOWN OF NEWCASTLE PLANNING AND DEVELOPMENT DEPARTMENT T.T.EDWARDS,M.C.I.P.,Director HAMPTON,ONTARIO LOB UO TEL.(416)263-2231 REPORT TO THE GENERAL PURPOSE AND ADMINISTRATION COMMITTEE MEETING OF APRIL 18, 1983 REPORT NO. : PD 65-83 SUBJECT: PROPOSED OFFICIAL PLAN FOR THE TOWNSHIP OF HOPE PLANNING AREA RECOMMENDATION: It is respectfully recommended that the General Purpose and Administration Committee recommend to Council the following: 1 . That Report PD-65-83 be received; and 2. That the Ministry of Municipal Affairs and Housing be advised that the Town of Newcastle has no objection to the proposed Official Plan for the Township of Hope Planning Area; and 3. That a copy of Staff Report PD-65-83 and Council 's Resolution be forwarded to the Ministry of Municipal Affairs and Housing and the Corporation of the Township of Hope. BACKGROUND: On March 14th, 1983, the Town of Newcastle received a copy of the proposed Official Plan for the Township of Hope Planning Area from the Ministry of Municipal Affairs and Housing. The Town was requested to review the document and advise the Ministry by May 9th, 1983, whether it will affect any of our present and future plans. 110 Report No: PD-65-83 . . ./2 This Report seeks Council ' s position on the proposed Official Plan for the Hope Township Planning Area. i The Township of Hope is a rural -agricultural municipality within Northumberland County. It lies directly to the east * of the Town of Newcastle (see attached key map) and has a population of approximately 3,400 persons as of 1981 . The Hamlets of Welcome and Garden Hill are the major centres in the Township. The Hope Planning Area (later renamed the Township of Hope Planning Area) was defined by the Provincial Government in April of 1958, and includes the whole of Hope Township. An Official Plan for the Planning Area was approved by the Provincial Government in 1973; however, the Plan has been subject to continual review since that time and a number of amendments directed at the Plan's basic planning philosophy have been adopted. The Township, recognizing that many of the factors considered in the preparation of the Official Plan were no longer relevant, launched a comprehensive planning study which culminated in the preparation of this current Plan. This new Official Plan sets forth planning policies and principles and defines land use and transportation plans which are intended to guide development in the Hope Township Planning Area to the year 2001 . The Plan was adopted by the Township Council on March lst, 1983, and has been forwarded to the Ministry of Municipal Affairs and Housing for approval . I Report No: PD-65-83 . . ./3 COMMENTS: Planning Department staff have reviewed the proposed Official Plan for Hope Township and note that in many respects, such as discouraging the fragmentation of agricultural land for residential purposes, it is similar in its designations and provisions to the Region of Durham Official Plan. Of particular interest is the special attention given to the Wesleyville Generating Station. The Official Plan identifies this oil -fired generating station, which has been closed down by Ontario Hydro, and the land associated with it, as representing a unique opportunity for the development of a specialized industrial area. In terms of our specific comments on the Plan, we concentrated on that portion of Hope Township which abuts the Town of Newcastle, to determine if the designations for this area are compatible with the designations for the adjacent lands in Newcastle, as given in the Durham Region Official Plan. The eastern portion of the Town of Newcastle is characterized by rural land uses, with the northern portion being occupied by the Oak Ridges Moraine, and most of the i remainder being classified as "Permanent Agricultural Reserve" . The lands in the vicinity of Highway 2 and Highway 401 are identified as "Major Open Space", with some indication of "Hazard Lands", while the shoreline of Lake Ontario is designated "Waterfront Related Open Space". i i i i Report No: PD-65-83 . . ./4 i The Hope Township Official Plan designates most of the land along the boundary with Newcastle as "Agricultural Priority Area". This designation includes prime agricultural lands as identified by the Canada Land Inventory. The Plan states that the predominant use of land in this area shall be Agricultural , and contains policies to discourage the development of non-farm related uses and the fragmentation of farm-land. In this respect, the Priority Agricultural Area designation is very similar to and compatible with the "Permanent Agricultural Reserve" designation of the Durham Official Plan. The extreme north-west and south-west corners of Hope Township are designated "Recreation and Conservation" . These areas are intended primarily to provide a range of recreational and open space opportunities, and are somewhat akin to the "Major Open Space" areas of the Durham Official Plan. The lands along the shore of Lake Ontario are designated "Environmental Constraint". Unlike the Durham Regional Official Plan which outlines the specific policies for shorelands, this category relates to all lands, including creek and valley lands, which exhibit inherent environmental hazards. Thus, this category relates -to the "Hazard Lands" category of the Durham Region Official Plan. From our review, it appears that the designations and provisions of the Hope Township Official Plan for the lands adjacent to the Town of Newcastle are compatible with those given by the Region of Durham Official Plan. I i Report No: PD-65-83 . . ./5 Staff therefore respectfully recommend that Council advise the Ministry of Municipal Affairs and Housing and the Township of Hope that the Town of Newcastle has no objection to the proposed Official Plan for the Township of Hope Planning Area.
