SUBJECT: EXTENSION OF DRAFT PLAN APPROVAL 18T-19720
PART OF LOTS 29 & 30, CONCESSION 1 ,
FORMER VILLAGE OF NEWCASTLE
EAST WOODBRIDGE DEVELOPMENTS LIMITED
RECOMMENDATION:
It is respectfully recommended that the General Purpose and
Administration Committee recommend to Council the
following:
1 . That Report PD-38-83 be received; and
2. That Council adopt the following resolution :
"The Council of the Town of Newcastle hereby
requests the Minister of Municipal Affairs and
Housing to extend the draft plan approval for
Subdivision 18T-19720 for a further one year
period to March 30, 1984."
3. That the request in 2. above be forwarded to
the Ministry of Municipal Affairs and Housing ,
at such time as all outstanding accounts, taxes
or otherwise have been paid in full ,14 fai1 i ng
which the Minister shall be advised that the
Town objects to a further extension of draft
plan approval , and that East Woodbridge
Developments Limited be so advised.

BACKGROUND AND COMMENTS:
* A copy of the attached letter was received by the Planning
and Development Department on January 2.7, 1983. The letter
from Ms. Diane Rue, on behalf of East Woodbridge
Developments Limited, requests that the draft plan of the
above-mentioned plan be extended.
In reviewing this request, staff note that the draft plan
approval has been extended on several occasions due to the
effects of the economic conditions on the housing market.
As indicated in the attached letter, this situation has not
improved since the previous draft plan extension in 1982.
Staff note that as of December 31 , 1982, the Town has
outstanding accounts totalling $749.75 in respect of the
review and preparation of a prior subdivision agreement
which was never executed. Council may wish to have these
accounts paid prior to further extensions. Alternatively,
the monies would be collected through a new agreement at
some future date. Staff would suggest that these monies not
be carried over and that the extension of draft plan
approval only be recommended to the Minister upon receipt of
payment in full of any outstanding accounts or taxes
applicable to the subject lands.
In consideration of the foregoing, staff would have no
objection to the approval of a twelve (12) month extension
in draft plan approval . Upon expiry of this draft plan
approval , the plan would subsequently be reviewed again in
1984.

Project: Romney Mead Phase One
Dear Ms. Tennant:
As the draft approval of the aforementioned project will lapse on
March 30th, 1983 we hereby request an extension of draft approval for
the following reasons:
1) The market conditions have been, to date, unfavourable for the
development of this project.
2) The municipality has just passed a policy lowering the development
levies and we understand that municipal staff is reviewing the
possibility of lowering servicing requirements for projects such
as Romney Mead. These measures may make this project economically
feasible.
