HomeMy WebLinkAboutPD-34-83 CORPORATION OF THE TOWN OF NEWCASTLE PLANNING AND DEVELOPMENT DEPARTMENT T.T.EDWARDS,M.C.I.P.,Director HAMPTON,ONTARIO LOB 1JO TEL.(416)263-2231 REPORT TO THE GENERAL PURPOSE AND ADMINISTRATION COMMITTEE MEETING OF FEBRUARY 21, 1983 REPORT NO. : PD-34-83 SUBJECT: REPORTING ON RESTRICTED AREA (ZONING) BY-LAW AMENDMENTS CIRCULATED BY OTHER MUNICIPALITIES RECOMMENDATION: It is respectfully recommended that the General Purpose and Administration Committee recommend to Council the following : 1 . That Report PD-34-83 be received; and 2. That staff be authorized to respond directly to Area Municipalities upon circulation of Restricted Area (Zoning) By-law Amendments. BACKGROUND AND COMMENTS: The Newcastle Planning Staff have, over the years , reviewed and prepared Reports for the information of the Committee regarding various Restricted Area (Zoning) By-law Amendments from adjacent Municipalities. The circulation of these By-law Amendments is, as the Committee is aware, required by Section 39 of the Planning Act, and, is intended to inform residents and the adjacent Municipalities of the proposed development of certain parcels of land. Report No: PD-34-83 . . ./2 I The By-law amendments received by the Planning Department and Clerks Department are more often than not forwarded by the City of Oshawa and the Township of Scugog. Staff have prepared numerous Reports in 1982 pertaining to By-laws from adjacent Municipalities, and note that generally, the various proposals have had no impact or effect upon the Town. In that regard, Staff feel that the review and preparation of a Report for each By-law received is more time consuming than necessary for both Planning Staff and the General Purpose and Administration Committee. Therefore, in order to re-direct Staff time; and further, to reduce the number of Reports , Planning Staff, with the Council 's authorization , will review each By-law amendment received in respect of proposed development for abutting Municipalities, and should staff foresee no problems with the proposal (s) , provide a direct reply to the respective Municipality. Should Staff review of a By-law indicate a potential problem or impact upon the Town, then a Report and recommendation in respect of the proposal would be forwarded to the Council for their consideration and direction to Staff.
