SUBJECT: ARMSTRONG STORES, ORONO

RECOMMENDATION:
It is respectfully recommended that the General Purpose and
Administration Committee recommend to Council the
following:
1 . That Report PD-27-83 be received; and
2. That the proposed revision to the conceptual
design of the proposed retail plaza be
approved. ✓✓gg /
BACKGROUND:
On December 17th, 1979, a Site Plan Agreement between The
Corporation of the Town of Newcastle and Armstrong Stores
Limited was approved by Council . Said Agreement included
site plans and building elevations illustrating the ultimate
development of this proposal . The subject Agreement
provides for minor revisions to site plans and building
elevations , subject to the approval of the Director of
Public Works and the Director of Planning.

On December 20th, 1983, staff were requested to consider
revised building elevations reflecting a change in the
perceptual design of the building aimed at reducing costs
associated with this development. Staff have reviewed these
plans and have no difficulty with the revisions provided the
architectural treatment is continued along the rear of the
building, thus providing an aesthetically pleasing
development when viewed from Highway 35/115, which has the
greatest exposure to this site. Inasmuch as the proposed
revisions represent a major deviation from the original
concept approved by Council , staff felt that it would be
appropriate for Council to consider these revisions and to
either provide their concurrence or further direction to
staff.
