HomeMy WebLinkAboutPD-2-83 4 CORPORATION OF THE TOWN OF NEWCASTLE PLANNING AND DEVELOPMENT DEPARTMENT T.T.EDWARDS,M.C.I.P.,Director HAMPTON,ONTARIO LOB 1,10 TEL.(416)263-2231 REPORT TO THE GENERAL PURPOSE AND ADMINISTRATION COMMITTEE MEETING OF JANUARY 3, 1983 REPORT NO. : PD-2-83 SUBJECT: ONTARIO MAIN STREET REVITALIZATON PROGRAM TOWN OF NEWCASTLE LOAN APPLICATIONS NEWCASTLE VILLAGE AND BOWMANVILLE BUSINESS IMPROVEMENTS AREAS OUR FILES: PLN-12.2.1 and PLN-12.2.3 RECOMMENDATION: It is respectfully recommended that the General Purpose and Administration Committee recommend to Council the following: 1 . That Report PD-2-83 be approved; and 2. That the Minister of Municipal Affairs and Housing be advised that pursuant to his letters of November 30th, 1982 and December 22nd, 1982 in respect of -the Bowmanville and Newcastle Village Business Improvements Areas respectively, the Town has considered the conditions of approval for the Main Street Revitalization Loans, and in response thereto, have approved Staff Report PD-2-83, clarifying the responsibilities of the Town and the Board of Managements regarding the administration of the programs and the implementation of the projects. Report No: PD-2-83 .. ./2 i BACKGROUND: As Council is no doubt aware, on November 30th, 1982, the Minister of Municipal Affairs and Housing approved a Main Street Revitalization Loan in the amount of $150,000 to be utilized within the Bowmanville Business Improvement Area. Subsequently, on December 22nd, 1982, the Minister approved a further Loan in the amount of $38,450 to be utilized within the Newcastle Village Business Improvement Area. Both of these loans were approved conditional upon providing the Ministry with additional information within ninety days of the date of the letters. The conditions of approval were the same in both instances and were: 1 . Submission of written evidence of general support for the proposal from the overall Business Improvement Area Membership; and 2. A statement clarifying the responsibilities of the Town and the Board of Management regarding the administration of this program as it pertains to the implementation of the projects. In that regard, by letter of December 10th, 1982, Mr. Larry Petovello, Community Renewal Officer with the Ministry of Municipal Affairs and Housing, advised that the Ministry presently has sufficient written evidence to indicate general support of the B.I.A. for both Bowmanville and Newcastle Village regarding their respective applications. This condition has therefore been satisfied. Report No: PD-2-83 . ../3 With respect to Condition Number 2, relative to administration of the Loans, staff offer the following comments. While it was originally intended that implementation of the improvements be the sole responsibility of the respective Boards of Management with only technical assistance from the Town, subsequent discussions with the Town Administrator have led staff to conclude that administration of the Programs should be the joint responsibility of the Planning Department and the Board of Management for each of the Business Improvement Areas. Together, the Department and the Boards of Management would prepare the necessary specifications for tendering the various components of the Program. These tenders and all purchase requirements would be forwarded to the Town's Purchasing Agent and handled pursuant to the Town of Newcastle Purchasing Procedures. It is proposed that the Town be responsible for preparing all detailed plans as required through the Planning Department , and that the Director of Planning, the Director of Public Works and an appropriate designate of the Board of Management from each area be responsible for review, inspection and approval of all works undertaken pursuant to the Program. Through this procedure, the Town would be charged with the responsibility of monitoring expenditures and managing the Program accounts, which, I believe, is the approach preferred by the Ministry of Municipal Affairs and Housing. The Board of Management's role, therefore, is one of ensuring that their objectives and the intent of the Revitalization Plans are met, and where necessary, approving minor changes or substitutions as may be required as the Program proceeds. Report No: PD-2-83 . ../4 This should, therefore, satisfy the Ministry's requirements with respect to Condition No. 2 of the approvals, and a copy of this Report should be forwarded to the Ministry for their information. The Town ' s application has now been reviewed and I am pleased to hereby grant my approval-in-principle of your application for a Provincial loan in the amount of $150 , 000 under the Ontario Main Street Revitalization Program. My final approval will be granted upon the successful completion of the specified tasks and subject to the execution of a Provincial- Municipal Agreement pursuant to Section 217 ( 34 ) of the Municipal Act , R. S .O. 1980 , which sets out the terms and conditions of our loan and subject to approval of the Ontario Municipal Board under Section 64 of the Ontario Municipal Board Act . In order to receive final approval , the following information must be submitted within ninety days : 1 .
