SU&ECT: APPLICATION FOR CERTIFICATION OF A WASTE OIL TRANSFER STATION
CLAUDE HARNESS
PART LOT 5, CONCESSION 2, FORMER TOWNSHIP OF CLARKE
RECOMMENDATIONS:
It is respectfully recommended to Council the following:
1. THAT Report PD-240-86 be received; and
2. THAT the Ministry of the Environment be advised that the operation of a waste oil
transfer station on lands owned by Mr. Claude Harness in Part Lot 5, Concession 2,
former Township of Clarke, now in the Town of Newcastle, does not conform to the
provisions of By-law 84-63, as amended, the Town of Newcastle Comprehensive Zoning
By-law; and
3. THAT the Ministry of the Environment be requested to delay certification of the
subject waste oil transfer station pending the resolution of the issue of by-law
conformity; and
4. THAT a copy of Council ' s decision with respect to this matter be forwarded to the
Ministry of the Environment and Mr. Harness.

Waste Disposal Site (Transfer )
The Central Region Office of the Ministry of the
Environment has received an application from Claude
Talman Harness for certification of a Transfer Stati
located at Part Lot 5, Concession 2, Town of Newcast
(Old. Clarke) .
Mr . Claude Harness has operated the Transfer Site
consisting of four 5, 000 gallon storage tanks used fi
the temporary storage of waste oil . The attached
application
operation to be carried out at the site .
In a review of this matter, we have concluded that a
hearing by the Environmental Assessment Board is not
necessary and we intend to recommend to the Director
that a hearing not be held in this instance . As you may
be aware, the Director has discretion under the
Environmental Protection Act, Part V, to hold a hearing
on applications of this type if he feels necessary.
Should Council wish to make comments with respect to its
attitude on the need or otherwise, for a hearing; it may
write directly to Mr . G. Boretski , District Officer at
this address, no later than September 30, 1986.
