RECOMMENDATIONS:
It is respectfully recommended that the General Purpose and Administration Committee
recommend to Council the following:
1. THAT Report PD-242-86 be received; and
2. THAT the application submitted by Peter Feddema to rezone and amend the Official
Plan for a 15.21 hectare parcel of land located in Part Lot 14, Concession 1,
former Town of Bowmanville to permit the development of single family dwellings on
municipal services be received and referred to Staff for processing and a
subsequent report and public meeting.
BACKGROUND AND COMMENT:
On September 23, 1986, the Planning Department received an application submitted by Peter
Feddema on behalf of Milinel Investments Limited to rezone a portion of a 15.21 hectare
(37.58 acre) parcel of land in Part Lot 14, Concession 1, former Town of Bowmanville (see
* attached map) . The purpose of the rezoning and Official Plan amendment would be to permit
the development of single family dwellings, a park and a school block on municipal
services.

The application has been circulated to various agencies for comment and
* attached is a copy of the circulation letter and key plan for Council 's
information.
Staff would note that the applicant has also submitted applications to the
Region of Durham to amend the Official Plan and to approve a Draft Plan of
Subdivision. At this time, the application for rezoning and Official Plan
amendment are being reviewed.
It is recommended that the application be received for information and
referred back to Staff for a subsequent report. At such time as the
necessary circulation has been completed, Staff shall schedule this
application for a public meeting of the General Purpose and Administration
Committee pursuant to the requirements of the Planning Act.

The Town of Newcastle Planning and Development Committee is considering an
application for an amendment to Zoning By-law # 84-63, as amended. The site is
also the subject of an Official Plan Amendment application. Pursuant to its
procedure for processing applications, wishes to obtain your comments before
submitting its recommendations to the Town of Newcastle General Purpose and
Administration Committee for the meeting of November 17, 1986.
