1986 HOME OWNERSHIP PROGRAM IMPLEMENTATION
RECOMMENDATIONS:
It is respectfully recommended that the General Purpose and Administration Committee
recommend to Council the following:
1. THAT Report PD-245-86 be received for information.
BACKGROUND AND COMMENTS:
Town Staff have recently been advised of changes in the Canada Mortgage and Housing
Corporation Residential Rehabilitation Assistance Program. The most significant change is
the fact that the Program is now available on a universal basis without specific
designation, thus making the Program more accessible to the residents of the Town of
Newcastle. Delivery of the Program is through the Canada Mortgage and Housing
Corporation , Oshawa offices, and local Staff have been provided with a number of
information brochures and application packages. This will permit us to respond to
enquiries from residents concerning repairs to their homes, dependent upon household size
and income.
The purpose of the Program is to assist low income home owners who are unable to afford
adequate and suitable housing accommodations and to enable them to undertake major repair,
through financial assistance, to cover the cost of materials, labour, legal fees, finance
cost, building plans and permits. The assistance is provided in the form of a loan , a

portion of which may be forgivable depending upon the applicant's
circumstances.
In addition to the Home Ownership Assistance Program, there is a separate
R.R.A.P. Program designed to provide financial assistance to owners of
housing accommodation to improve the accessibility of units occupied by
disabled persons. Information and application forms with respect to both
the Residential Rehabilitation Home Ownership Program and the Residential
Rehabilitation Disabled Program are available at the offices of the Planning
and Development Department in Hampton.
