MUNICIPAL ROSTER OF CONSULTANTS FOR THE PREPARATION OF
ENVIRONMENTAL IMPACT STUDIES
RECOMMENDATIONS:
It is respectfully recommended that the General Purpose and Administration Committee
recommend to Council the following:
1. THAT Report PSD-060-03 be received; and
2. That the termination date for the Roster of Consultants for the Preparation of
Environmental Impact Studies, as indicated in Section 2 of Report PD-066-00, be
extended to June 30, 2004.

1.0 BACKGROUND
1.1 Section 4.3.8 of the Clarington Official Plan requires that an Environmental Impact
Study be prepared for any development application location on or adjacent to a Natural
Feature identified on Map C of the Plan. The Municipality is to retain qualified
professional expertise to undertake the Study, with the cost of the study to be borne by
the developer.
1.2 On October 15, 1996, Council approved Guideline to implement Section 4.3.8 of the
Official Plan. The Guidelines indicate that the Planning Department will develop and
maintain a roster of consulting firms qualified to prepare Environmental Impact Studies,
and that Staff will seek Council's authorization to renew the roster every three (3) years.
1.3 On July 3, 2000, Council considered Staff Report PD-066-00 and approved the
following Roster for the Preparation of Environmenta' Impact Studies:
. Philips Engineering Ltd. in association with C. Portt & Associates, Dougan &
Associates and Slackport & Associates
. Aquafor Beech Limited in association with Beak International
. Gartner Lee Limited
. Niblett Environmental Associates Inc. in association with Geo-Logic Inc. and
D.M. Wills Associates Ltd.
The effective period for this Roster, as approved by Council, is July 1, 2000 to June 30,
2003. The existing Roster of Consultants is due to expire shortly.
2.0 REQUEST TO EXTENT PERIOD OF ROSTER
2.1 For reasons outlined below, Committee is being requested to extend the period of the
Roster by an additional one (1) year.
(i) The process to renew the Consultant Roster is fairly time consuming, requiring staff
time to review Expressions of Interest from several consulting firms and to conduct
interviews with a number of firms. Because of the commitment of Planning Services
resources to other higher priority projects, insufficient time is available to properly
undertake the process to renew the Roster of Consultants. Staff from the
Ganaraska Region Conservation Authority and the Central Lake Ontario
Conservation Authority are also involved in the consultant selection process.

(ii) The consultants on the existing Roster have consistently provided very good services.
To date, a total of five (5) Environmental Impact Studies have been undertaken since
this Roster came into effect. In addition, one (1) peer review was carried out. In every
case, Planning Services has been pleased with the quality of service and product
provided by the consultants on the existing Roster.
3.0 CONCLUSIONS
3.1 A one year extension for the current Roster of Consultants for the Preparation of
Environmental Impact Studies will provide more time for Planning Services staff to
complete several high priority projects. This extension would bring the termination date
for the current Roster to June 30, 2004.

Recommendations:
It is respectfully recommended that the General Purpose and Administration Committee
recommend to Council the following:
I. THAT Report PD-066-00 be received;
2, THAT the Roster of Consultants for the Preparation of Environmental Impact Studies, as
indicated in Section 2 of Report PD-066-00 be approved, and remain in effect for the
period from July 1,2000 to June 30, 2003;
3. THAT Purchasing By-law #94-129, Section 5, Paragraph 5.13, be waived for the term of
the Roster; and
4, THAT all interested parties listed III this report and any delegatiorrs be advised of
Council's decision,
I, BACKGROUND

expertise to undertake the Study, with the cost ofthe study to be borne by the developer.
The Guidelines for the Preparation of Environmental Impact Studies, as approved by
Council in October 1996, indicate that the Planning Department will develop and
maintain a roster of consulting firms qualified to prepare Environmental Impact Studies.
When a development application is submitted that necessitates the preparation of an
Environmental Impact Study, only the consultants on the roster are invited by the
Municipality to submit a proposal.

The current roster of consultants was to expire on December 1, 1999. On November 22,
1999, Council approved an extension to this period, so that the current roster expires on
June 30, 2000.
2. CONSULTANT SECTION
The Municipality issued a Request for Expressions of Interest on May 18, 2000 with
submissions due June 5, 2000, A total of six (6) Expressions of Interest were received
(see Attachment No.1), Four of the Expressions of Interest incorporate sub-consultants
in order to provide the range of environmental expertise required by the Municipality.
In consultation with the Manager of Purchasing and staff from Central Lake Ontario
Conservation Authority and Ganaraska Region Conservation Authority, Planning staff
interviewed all 6 submitting consultants. As a result of the interviews, the following
firms are recommended for inclusion on the Municipality's Roster of Consultants for the
Preparation of Environmental Impact Studies.

3, CONCLUSION
Subject to Council's approval, the Roster of Consultants will come into effect
immediately and remain in effect until June 30, 2003. Under the Guidelines approved by
Council, the Director of Planning is authorized to enter into contracts with the firms on
the Roster for the preparation of individual Environmental Impact Studies,
A competitive bid process was used for the selection of the firms and the Expressions of
Interest included hourly rates, which may not be exceeded for the term of the Roster. As
such, Purchasing By-law #94-129, Section 5, Paragraph 5.13, which indicates the need
for Committee and/or Council approval for Consulting and Professional Services costing
more than $20,000.00, should be waived for the term of the Roster.
