THAT Report FND-016-04 be received; and 2. THAT the Clarington Older Adults Association be provided a grant of $22,000 and the Clarington Beech Centre be provided a grant totaling $8,000 from the Older Adults Centre Operating Reserve Fund. REPORT NO.: FND-016-04 PAGE 2 BACKGROUND AND COMMENT: 1.0 As Council is aware, the Clarington Older Adult Association operates from the Clarington Beech Centre and provides programs and services to Clarington's population that is 55+ years of age. 1.1 When the facility was first being planned, the Older Adult Association had no history as to the cost of operating the Centre. At that time, Council set aside in a separate reserve fund $1,000,000, for a period of several years, of which the principal could not be used. However, interest earned on the funds was to be available for the Centre in the event that funds were needed to assist in the operations and programming for the facility. The principal was returned its original reserve fund at the expiry of the by-law and is no longer available. However, there remains in the Older Adults Centre Operating Reserve Fund approximately $95,000. 1.2 Anticipated at the time was a $30,000 grant under the Elderly Persons Act that all other senior centres in Durham Region receive. Unfortunately, due to a Provincial election shortly thereafter, all grants for new centres were frozen. With the new Provincial government in 2003, renewed efforts were undertaken to receive Elderly Persons Centres funding. To date, no advancements have been made. According to the Older Adults Association, this has resulted in a loss of $150,000 in potential revenue to date. 1.3 The Clarington Older Adult Association currently has 604 members and offered 56 programs between April 2003 and March 2004. 1.4 Initially, the entire facility was operated under the umbrella of the Clarington Older Adults Association. Several years ago, due to complex property tax regulations, the structure of the operations was changed. The Clarington Older Adult Association Board is responsible for managing the overall operation of the Association and programming components. The Clarington Beech Centre Board is responsible for the hall rentals and building management. 1.5 Based on the combined effort of all of the volunteers, a valuable service is offered to Clarington residents. The Centre has not received funding in the same fashion as its counterparts, the Firehouse Youth, Visual Arts Centre or the Clarington Museums and Archives. It typically applies for funding through the normal grant process rather than through the budget process. ~ REPORT NO.: FND-016-04 PAGE 3 CONCLUSIONS: 2.0 Due to the combined pressures of lack of provincial funding as well as required changes to the structure of the operations, it is recommended that for 2004, $30,000 be provided from the Older Adults Centre Operating Reserve Fund. In future years, this can be gradually transitioned over three years onto the tax base by utilizing the Older Adults Centre Operating Reserve Fund.
